Dear Officer Joseph Casey, City Solicitor Scanlon/Keeper of the records

PRELUDE:  First, Solicitor Scanlon, I apologize that

the fraudulent actions of two members of the Medford City Counci;

on December 7, 2021 demand that documents 

be found and delivered to this reporter.

The actions of Adam Knight, charged by the Medford Police Dept. 

with acts of "wanton" 

destruction of Bank of America Property 

in Somerville Court 9/24/21, 

at the council on the date noted above, 

were a slap in the face to every taxpayer and voter.  

Richard F. Caraviello also committed fraud when he decided that

because I live in Malden I'm not allowed to speak at the council.  

It is ludicrous, not only because I work for the Medford News Weekly, 

found free at city hall,

but because Caraviello and Knight's actions 

were malicious and aimed at me personally.

For the most part, Solicitor Scanlon, 

I have found you to be fair and honorable.   

Recently you have started to respond to these requests 

on a slippery slope

created by your alleged mentor, Mark E. Rumley.   

Mr. Rumley I have labeled the 

"architect of censorship in Medford."  

Please, kindly, ignore the urge to go

in that questionable and suspicious direction.   

This is about civil rights, public accommodations, 

censorship, the First Amendment and more.

Request #3 and #4 are directed to the Medford Police Department

This is a request under the Massachusetts Public Records Law 

(M. G. L. Chapter 66, Section 10). 

I am requesting that I be provided a copy of the following records:

1)The document containing the oath of office for the city council 

and the oath of office for the mayor.   

If these documents are online and it makes it simpler
for your office, I request you direct me to any EXACT online links.  

A previous response from your office had sent me on 
a wild goose chase. I respectfully
request you avoid that kind of response.  

It took a second request to get the exact documents sought.  

This is of GREAT public interest.

2)The document that offers a City Council Vice President 

to rule a paper "out of order" 

when the president of the council is in control
It does not appear to be in the Rules of the Medford City Council 

nor in the Medford City Charter.

3)Any police reports filed by citizens or other entities against Richard Caraviello, George Scarpelli,
Adam Knight, Isaac Bruce Bears II in the past 5 years

4)Any police report where a city councilor may have been in a boating accident over the past 25 years

5)Any City Hall documents that include petitions to the City Council written by any individual or 

corporation who lives / that operates outside of
the city of Medford.  As this is an enormous task you can limit the documents to TEN.   

Council President Caraviello DENIED my free speech rights
because he claims I live in Malden.  

As stated above, I write for the Medford News Weekly.  Those documents will

 be an exhibit that I will utilize
when I next speak at the city council.  

 I will also be filing with the American Civil Liberties Union (ACLU)

6)Any documents which give legal remedy at Medford City Hall for the public to 

reprimand or hold responsible a city councilor or school committee
person who commits such egregious acts, on camera, in public, serving themselves 

(the government officials) and not the public

7)Any document at Medford City Government which allows the public

 to make a citizen's arrest of rogue government officials
such as Caraviello and Knight when they engage in unethical conduct

8)Any document at the city clerk's office (found, perhaps, in a 3 ring binder for 

alleged conflict of interest, public meeting postings, etc.)
providing for limits on speech at the city council if there's discrimination 

against where a person lives, retaliation by a councilor if a person prevailed over an
individual (Richard F. Caraviello, one example,) who lied to the police and 

allegedly committed perjury in a court of law 1/31/17, protection for the offender
if they relatiate against a speaker for breaking a news story on criminal wanton 

destruction at a bank, etc. etc.

9)Two documents showing two examples of a "presentment letter," 

when a citizen wants to file a lawsuit against the city of Medford
Specifically, two "presentment letters" or similar documents filed against 

the city of Medford that are current and a model if a citizen
would like to litigate against a city for harassment, censorship, defamation of character, etc.  

If the city has no presentment letters 
regarding such claims, two presentment letters of other claims against 

the city will be acceptable.

I recognize that you may charge reasonable costs for copies, as well 

as for personnel time needed to comply with this request.

The Public Records Law requires you to provide me with a written response 

within 10 business days. 

If you cannot comply with my request, you are statutorily required to

 provide an explanation in writing.

As you know I'm a respected journalist (RollingStone.com online, quoted in the 

NY Times, published in books AllMusic Guide to Country and Western, 

All Music Guide to Soul, etc. etc.)
Medford News Weekly, Boston Globe, etc. etc. and request that you waive 

all fees as this is of the utmost importance to Medford residents and is of great public interest.

Please respond via e mail rather than mailing to my home or P.O. Box
