As Executive Director of the New TV Station, There will be NEW POLICIES

All Residents of Medford Will Be Invited to participate in the new Access TV station*



*However, monies are still missing from the entity that ruined access TV for the better part of three decades.  Those monies need to be recovered.

If someone breaks into your car and steals do you then pick him or her up hitch-hiking?  So why allow individuals who harassed, censored and were not honest with the financial records back in to the TV station?

We are now asking the Attorney General to put pressure on Solicitor Mark E. Rumley to stop stalling and get answers.

Until we have the proper financial records of
Medford Community Cablevision, Inc., the individuals who irresponsibly and recklessly used the access station for themselves cannot be admitted into the new station for a period of FIVE YEARS.

That includes and is not limited to:
Francis R. Pilleri, Jr.  President
Ron Delucia, Vice President
Arthur Deluca - who told the citizens that they don't really need access.  His quotes are being submitted to city hall and Roy Belson

Cornelius Murphy
Harvey Alberg - Clerk
Doria Alberg - former meeting minutes individual who failed to hand over the meeting minutes

Paul Gerety - former Vice President
Steve Bertorelli - who enjoyed the access station while other citizens were denied it

However, if Mr. Bertorelli or Mr. Gerety want to bring the financial records to the office of the city solicitor  and post them online, they can receive clemency.

 The monies misspent by TV3, including over One Hundred Thousand Dollars in phony lawsuits, must be recovered. 

 Bankrupt Harvey Alberg and  obnoxious Ron DeLucia promoted themselves wrongfully as "money managers."

They used the public access TV airwaves for their own infomercial.

A former board member charged politicians money for "publicity" when it is alleged they used TV3 equipment to pay an independent contractor who was slyly giving airtime to people who hired him and harassing candidates who did not.

It was not First Amendment, if true, it was malicious.

    That's what they did in the cover up to the varsity coach scandal, ALLEGEDLY 

    Find an allegedly dirty ex-teacher (who still has his pension, reportedly) dirty him up even more to let another teacher off the hook.  NOT THAT THEY WERE INTERESTED IN HELPING THE ALLEGEDLY GUILTY VARSITY COACH, THIS WAS ALL ABOUT GETTING THE UNCLEAN HANDS OF STEPHANIE MUCCINI-BURKE INTO THE CORNER OFFICE IN MEDFORD.

     Allegedly, Burke's own mother, Lena Muccini at Tempone Manor, threatened a disabled person who allegedly said that he was going to tell the public about it.  Allegedly, Lena Muccini implied that they would sue the disabled person.  He told this news service that he said "go ahead" because he said that he was "judgment proof."

      If Mrs. Burke owns homes in Medford and Blackstone, Mass., why does she stash dear old mom in the projects?  To campaign for her?

    And what is this Blackstone Mass residence that the Burke family owns.  Allegedly Brian S. Burke was married before he hooked up with Stephanie Muccini. Our reporters are working on that story and the allegations are stunning!

    AND THE ALLEGED COVER UP OF A NEW ALLEGED SEX CRIME AT THE HIGH SCHOOL

      They allegedly blamed someone already ALLEGEDLY dirty for a crime that he did not commit!  Former Medford High School teacher Mark Smith, according to our VERY CREDIBLE sources.

    Stephanie Muccini-Burke, then Director of Personnel, allegedly was involved in a cover up of a teacher / student sex scandal at the high school.   The young woman was purportedly seventeen at the time and had her own reputation with the boys in school, allegedly.  Let's say the alleged lacrosse player was the Lolita of Medford High, it is still not right for a teacher to abuse his authority and allegedly have sexual relations with a student.

       Of course when the Mayor was a mere "executive" at City Hall and filed with the State Ethics Commission 1/15/15, we wonder if she knew that if she had covered up a sex crime, what the implications were.

      So in 2016, after she is sworn in as mayor, one can only come to the conclusion that Muccini-Burke did NOT take the online ethics exam for a reason.  She certainly knew it was required, and with such efficient individuals (being facetious here) as the negligent Mark E. Rumley as her city solicitor, and violent Edward P. Finn as her city clerk, they would absolutely demand that she file her exam papers on time, right?

 Nell Escobar Coakley of Wicked Local called this fellow that she had hired as an independent contractor repeatedly "spot on."

 Judge Lamothe called editor Joe Viglione "Very logical."

Judge Fitzpatrick in January of 2016 called Joe Viglione "an intelligent man" - his words were "You're an intelligent man."

 And Mark Rumley, who holds himself up as a paragon of virtue (not if he's keeping secret the lies of this filthy city, Medford,) throws rocks through the window and calls a man "delusional" - not even clever enough to come up with his own word but quoting the broken-record that was the failed president of a failed 501c3 ...

 Good one, Mark, quoting the not-so-fabulous one, behaving EXACTLY like the reprobate that you sat on a board of directors with.

 Rumley has zero credibility these days with rumors that he is leaving in six weeks. Frankly, how can Rumley leave with so many clouds over the heads of Muccini-Burke and Roy E. Belson vis-a-vis the public records requests that have revealed inconsistencies with both powerful government officials.

We need to look at how other areas govern themselves.

For years this writer has told the citizens via speaking at the city council to look at the neighboring cities and towns charters, how their access television operates, and see if their rules can be applied to Medford. Bad government officials game the system because they realize most of the citizens they charge outrageous tax fees to do not understand what a city charter (or "constitution") is, how to utilize those rules / laws to protect local resources (and your own pocketbook) - and how to force to be honest unscrupulous officials who somehow got into positions of power they are not qualified for.

Bean counter Muccini-Burke is out of her depth, and completely vicious. She is drunk with power, like her colleague Bob Maiocco before her, and their hands are so filthy dirty it is time for the citizens to rise up and demand positive change.

Here are laws surrounding Michigan - Google other states and their cities and find something that makes sense. If Medford doesn't have a logical rule that you find elsewhere, demand it, fight for it, and keep clods like Richard F. Caraviello from infecting your way of life with the political virus an imbecile like Caraviello spreads

Dear Custodian of Records Attorney Scanlon:

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records regarding the city clerk of Medford Massachusetts:

1)A copy of the subpoena Edward P. Finn received for the trial Commonwealth vs. Joseph Viglione Trial date 1/31/17 (my original copy prior to filing is attached so that you will know exactly the document that I seek)

2)Mr. Finn's copy of the e mail sent from Mr. Viglione (at the request of his lawyer) to Edward P. Finn prior to the trial

3)Mr. Finn's Certificate of Completion of Conflict of Interest Law Online Training Program

4)Mr. Finn's Certificate of Receipt of Open Meeting Law Materials

(Please note, Attorney Scanlon, that Edward P. Finn has not been forthright with the residents of Medford, censoring my petitions to the council - I believe illegally - as well as it is alleged another citizen who complained to me that Finn had censored his petitions and gave the citizen, allegedly, malarkey for an excuse. Another example of Finn's incompetence or alleged malfeasance - Mr. Finn told me he "couldn't find" the 10 year Comcast agreement, which presumably arrived in a box or large envelope. That Mr. Rumley had a public records request and responded to it shortly before the Comcast agreement arrived, and that this journalist had to continue to ask the city clerk for a copy, means that Mr. Finn is either careless or dishonest; in either case the citizens of Medford were cheated by Mr. Finn's refusal or alleged desired to hold back information, his failure to have the agreement readily available as well as his failure to show up in a court of law, under subpoena, and the fact that he physically assaulted this investigative reporter, is important information for you to have given the incessant wrongful conduct of a city clerk who, along with his wife, allegedly told Robert Cappucci (June 2015) at the now-shuttered Stop and Shop on Salem St that Bob Penta would lose the election and that Stephanie Burke would win. This was the same week that Finn told me that he knew who City Council videographer Richie Cormio voted for in the election when I was discussing with Mr. Cormio the failure of the video crew to keep the camera on Richard Caraviello and on Bob Penta when they were speaking during an election cycle (the crew had the camera on Dello Russo's empty seat, and then on Dello Russo himself when he returned from his sojourn or siesta - and that is not a joke; watch any random council meeting to see Mr. Dello Russo's dismissive attitude towards citizens, fellow councilors, ex councilors. My goal here is to provide Attorney Scanlon with the previous attempts to dodge information by these government officials. The opportunity to give out compliments is rare in the city of Medford, however, you provide exceptional work, Attorney Scanlon that I and other citizen wish these individuals under investigation would take note of.)

5)Any documents, e mails, that provide proof that Mr. Finn advised Richard F. Caraviello, Stephanie M. Burke and any members of the city council or any other government official or employee (Jeanine Camuso, Lauren Feltch, Brian Kerins, etc. etc.) if under Mr. Finn's purview, on their obligations to the citizens they work for to take the online conflict of interest course and adhere to the open meeting law.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10.00.

However, as a member of the press I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of voters' rights and how the office of the city clerk operates. This is for News Gathering (caps mine) purposes, of course and in the Demarol vs. Athol/Orange case the judge made it clear that access television producers are news gatherers and legitimate members of the press.

(Demarest & Dunn vs. Athol/Orange Docket Number: Civ.A.01-30129-MAP - Peter Epstein - hired by Medford, was the attorney and lost the case; the judge found that public access producers are legitimate members of the media, which Mark E. Rumley appears to disagree with in his response to Rick Caraviello's March 28, 2017 incident where the council president was badgering me and, once again Solicitor Rumley allegedly blamed the victim; as Rumley allegedly did when Clerk Ed Finn physically assaulted this over-60 journalist June 16,2015)

This information is not being sought for commercial purposes. Though both my blogs are registered businesses in the clerk's office of Medford City Hall, I have yet to support them through advertising and the purpose of this information is to benefit the voters of Medford during an election cycle, which State Rep Donato feels is "the most protected right."
The Massachusetts Public Records Act requires a response to this request within 10 days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Dear League of Women Voters:

We have no access TV in  a city, Medford, that has a mayor DENYING free speech rights intentionally.

I met with Jeanine Camuso today at 12:28 pm in the officer of Mayor Stephanie Muccini-Burke.  

Mrs. Camuso took my phone number and said she would get back to me, however, I have been a victim of her husband, former City Council President Paul A. Camuso who has harassed me repeatedly since 2006 (there are police reports) - blasting his horn at me in the parking lot of city hall, pointing at me in a threatening manner and then taking off at a high rate of speed through a do not enter sign.  

It was NOT the first time Camuso has harassed me at the city council.

This is what they do to deny voters their rights. 

Ms. Camuso told me that she would contact Ben Brown, the young new station manager who accepted a job that was advertised as Sixty Five thousand to Seventy Five Thousand a YEAR.    She said Mr. Brown would contact me, but since the new, novice station manager is derelict in his duties and what he promised me, and given the information above, I doubt that Mr. Brown wants to do the "outreach" that he is required to perform.

Mr. Brown needs to tell me when my show will air on the new access station during this critical election, a primary set for September 12.  The Mayor does not want anyone to go to the primary so she has this Medford Media Blackout in place, insulting the cable TV subscribers, the voters and the residents with her nonsensical public service announcements which are a huge turn-off.  Nothing about the election for candidate Cheryl Rodriguez as Mrs. Burke doesn't want non-incumbents getting any traction.

Mr. Brown spoke with me approximately two weeks ago that he would remove the objectionable diabetes public service announcements from our access TV station.  Mr. Brown also informed me that he didn't know how to put a form together for volunteer producers to sign in order to be on a Verizon channel.  How can Mrs. Burke hire someone who doesn't even know how to put a simple form together which Hingham TV and Malden TV have.  I sent Mr. Brown a copy of the Hingham form, doing his job for him, but it appears he is still clueless as to how to put a public access station on air during a primary, a critical primary, squelching voter rights.  A person with the skills to be a station manager, not a young man without the life experience AND the knowledge of Medford, needs to be hired. 

Stephanie Muccini-Burke only filed a certificate that she completed the Conflict of Interest Law training this week, August 29th, after I filed an appeal with the Secretary of State's office for Mayor Burke's failure to hand over information on the open meeting law that I had requested.

I submit that when Mayor Burke airs her own speech rather than the city council, hijacking the access station when she is the sole issuing authority, that it is a pure CONFLICT OF INTEREST.  Worse, she is DENYING other candidates the right that she, as Issuing Authority, takes for granted is hers and hers alone, like Donald Trump on steroids. Trumpian actions at their most vulgar

It is a HUGE conflict of interest, and the mayor didn't even take the training until my public records request appears to have forced her to.

Medford has suffered under THREE UNQUALIFIED access TV station managers when the now-under-investigation Medford Community Cablevision, Inc. hired unqualified hacks - not to facilitate programming and do outreach - but to be "scarecrows" and harass the public.

The final station manager has a restraining order to stay away from my home and a business next to my home.   They were put in place to DENY voters the right to free speech, one board member actually selling airtime disguised as promotion; allegedly even using our equipment - a board member taking money from candidates to air their promos (allegedly) while DENYING other residents that allegedly didn't pay him off.

Now we have a new station manager that tells me he doesn't know about "Verizon."  Then why was he hired, Mrs. Burke?  Oh, of course,
if you hire someone unqualified, candidates are kept off of the airwaves eleven days before an election, on Labor Day weekend. I get it.


The League of Women Voters should know that a woman candidate, Cheryl Rodriguez, is being harmed by Mayor Burke's failure to hire a qualified veteran to operate the access station, someone that knows what Verizon and Comcast need, and someone who won't play a relentless barrage of ugly public service announcements to hurt the primary election and deny the voters the information that they need.

Station managers interviewed responded to a series of questions designed to assess: • Understanding of a broadcaster’s public interest obligations, particularly around election coverage • Commitment to balance and fairness in political coverage • Pressures put on local stations by corporate owners • Planned coverage of candidates and issues during the weeks prior to the election. SMG members also reviewed the public interest files of each station, files that are required by the Federal Communications Commission (FCC) to keep an accounting of each station’s public service work. These files include viewers’ comments as well as listings of broadcasts that benefit the community, donations or contributions to local nonprofit causes, and revenues for campaign ads sold to candidates and committees.

Please put pressure on Mayor Muccini-Burke to put the access station on NOW or to resign from office for the obvious conflict of interest.

MPPA RESPONDS TO TRANSCRIPT STORY
“Quite frankly, I wish that the reporter for the Transcript had come to Officer Montalbano before he printed his story, so that Officer Montalbano could have clarified better for him and maybe we wouldn’t be here today,” McDonald said. “That never happened.”

McDonald said Montalbano has been an exemplary officer in 18 years with the department.

“If you look at his record with the city of Medford Police Department, you will find no evidence whatsoever of any hostility or discrimination against Muslims or any other religious or ethnic group,” McDonald said. “He’s been a model patrol officer and his record speaks for itself.”

Asked about sensitivity training going forward, Medford Police Patrolmen’s Association President Harry MacGilvray said the union will be meeting with the department over the next several weeks and the department will meet with various community groups “to bring this situation to resolution.”
MacGilvray also said he believes the department’s social media policy is sufficiently clear, before adding: “This was not on-duty. This was a private Facebook page.”
