However, Rodrigues was named in a complaint filed with the city administration, accused of creating a toxic work environment by the city’s former chief financial officer Aleesha Nunley Benjamin. Nunley Benjamin, a woman of color, claimed the mayor suggested a white male take over the duties of presenting the 2021 Fiscal Year budget to the city council.

In emails detailing the incident, Nunley Benjamin writes that while the mayor apologized, Rodrigues repeated her words and continued to hound her about her work preparing the city’s financial game-plan. In the emails, Nunley Benjamin claims Rodrigues suggested that he should oversee her work and “micro-manage” her efforts to put together the budget.

Calls to Nunley Benjamin’s attorney, Sheilah McCarthy, have not been returned.

Another city employee, Veteran’s Services Director Michael Durham, claims Rodrigues had a role in diverting attention away from financial irregularities on the city’s payroll. Durham claims the city’s director of diversity, Neil Osborne, who had also served as a municipal hearing officer in addition to his directorship duties, was paid for work he did not perform.

Durham is represented by attorney Mark Rumley, a former city solicitor who worked for the former administration and retired.
