Q: Given Breanna Lungo Koehn's lack of transparency, I have to file
Public Records Requests (caps intentional) and appeals to get 
transparency from this mayor, and it is the same with Mr. Caraviello,
both candidates fail to be upfront with the taxpayers/ratepayers/citizenry,
when there are things about the candidates that we should know.

THE QUESTION:  As Paul Ruseau on the school committee failed to
tell the residents that he changed his name from Paul Comeau Jr.,
and that he was a convicted felon who went to prison (for stealing
from a New Hampshire school, how ironic,) the public needs to know
about an alleged boating accident Mr. Caraviello was in

Mr. Caraviello:
a)Were you involved in a boating accident?
b)were alcohol and drugs allegedly involved?
c)how did the boat overturn (flipped over)
d)what was the insurance payment
e)the public needs to see the police report
f)who was driving?
g)when and where did this happen?

Failure of the Chamber to include this question
would be perpetrating a fraud on the public as
we know little or nothing about the backgrounds of
these candidates

Keep in mind, Robert A. Maiocco Jr. hid his wrongful
conduct at Wells Fargo, and would strongarm councilors
to elect him president for the extra two grand or so,
until he threatened this writer, from the podium, with a
dirty metal pipe.  Police Chief Sacco called it "inappropriate"
but failed to press charges.

So this reporter, as I exposed Mr. Ruseau's conviction and former name,
found the records of Maiocco's lawsuits against him at Wells Fargo.

This one was allegedly for 1.7 million and allegedly settled for 400k.
Mrs. Dingolo, a plaintiff, died allegedly the week the family got the
check.  Now that fraud, Maiocco, is - shamefully - on the retirement
board.  A question for another day for Lungo Koehn.

I was informed that the council did not know about Maiocco's shenanigans
until I published the facts after his violent attack on me from the council podium

Lawsuit

Voters in Medford know nothing about Ruseau, Scarpelli,
Caraviello, Lungo-Koehn, Maiocco and others.

There is no sunlight, despite our sunshine laws,
and no cooperation from candidates

With only the Somerville/Medford News Weekly in the city
(no Transcript, Medford Mercury, Inside Medford, Globe Northeast,
Northshore Weekly, all of which I've written for) - these candidates
get a "free ride."  Grandma needs a CORI check to bake cookies
on public access TV (no lie,) while Lungo-Koehn has about
9 legitimate members of the station, according to the public records
request response that I received.

Transparency?  It is like scuba diving in Mystic River pollution after
a herring run.

Lungo-Koehn wants to CHARGE THIS SENIOR CITIZEN/JOURNALIST
for a response to my records request on Mr. Caraviello.  This is outrageous
and not transparency.  See attachment

On Fri, Sep 15 at 12:05 PM  the Supervisor of Records at the Sec. of State's
office filed another Determination in my favor.   I intend to negotiate with
Janice Spencer, Records Officer at Medford City Hall to get this information
for the public, without charge, and announce it on Medford public access
TV.  The city, if it chooses to censor my requests, will be found lacking
transparency, a violation, I believe, of Lungo-Koehn's license to practice
law and her oath of office.

Re: Massachusetts Public Records Request regarding City Councilor Richard F Caraviello

Dear Records Officer Spencer, city clerk Adam Hurtubise, Madame Mayor and Officer Casey, MPD Records Officer,
                        records officer at Caraviello Campaign Headquarters and/or City Council President and Vice President: 

This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). 
I am requesting that I be provided a copy of the following records:

1)Mayoral candidate and city councilor Richard F. Caraviello is rumored to have been in an allegedly irresponsible
boating accident.  As this is of great public interest to the Medford voters and taxpayers,  I'm requesting all documents
concerning Mr. Caraviello's conduct and activities during this tragedy be they police reports, newspaper articles, internal documents
at city hall and/or the police department, 911 calls, everything concerning the event.  This is directed to the campaign office of
Richard Caraviello, Medford Police Dept, Medford City Hall, the office of the city council and city clerk.

Mr. Caraviello took an oath of office that he has violated repeatedly.  Keeper of the Records at the Medford Police and 
City Hall should contact public servant Rick Caraviello if they need the dates, however, Mr. Caraviello's office is also on
notice that his office should supply the materials.

An example of the public interest.  Paul Ruseau, the former Paul Comeau Jr., was a convicted felon prior to running
for the school committee in Medford.  There was zero transparency until my publication revealed Ruseau's imprisonment
and misdeeds, including but probably not limited to theft from a school.  The irony of a convicted thief who went to prison
for stealing from a school on the powerful Medford school committee is an example of why highly secretive Caraviello
needs to be transparent, which Caraviello is actually campaigning on while mocking Mayor Breanna Lungo Koehn
See Exhibit A (attached) dated June 25, 2023 from Caraviello's campaign Facebook page. Fair use copyright of a public

Mr. Caraviello, an elected official and alleged public servant, is required to comply with this transparency request.
Insurance forms including the amount of money the Caraviello family received after the boating incident, date and time
of the event, documents on Richard F Caraviello's behavior, all essential for the transparency Caraviello claims is part
of his campaign for mayor - transparency he claims is superior to Mayor Lungo-Koehn's.  Again, see Exhibit A. (attached) 
regarding Caraviello's claim of being transparent.

2)I request the document that is Mr. Caraviello's oath of office as city councilor for the past twelve years
   One document from one of the elections is fine unless the documents for oath of office changed over the years.

3)The minutes of the council meeting where all seven councilors violated their oath of office, instigated by Rick Caraviello

The city council of Medford voted on the first Council meeting of 2021 to deny Viglione the opportunity to speak about
their salaries, a violation of Viglione's civil rights and the oath of office the council took.  

The "transparency" Caraviello is running his campaign on, is a lie, just as Caraviello committed perjury in criminal court 1/31/17.
These documents are essential to give the voters information that Caraviello is a fraud and his campaign has less truth 
than thrice arrested Donald Trump's. 

Caraviello was the censorship perpetrator but got his six other colleagues to spit on their oath of office (which they took that night,) Isaac Bruce "Zac" Bears - the councilor in a police report when he disturbed the peace, Nicole Morell, Justin Tseng, Kit Collins, Adam Knight - the councilor charged with "wanton destruction" by the MPD, and George Scarpelli.  

4)Documents requested on Caraviello's interaction with MPD when he weaponized MPD to attack a journalist.

On January 31, 2017, Richard Caraviello and his accomplice, Detective Sgt. Paul Mackowski lost in criminal court, Cambridge District Court.  

Caraviello lied in a police report and was never held accountable because of malfeasance by retired  Detective Sergeant Paul Mackowski.  I have
that police report.  

What is being requested are internal documents between Mackowski and Caraviello, Paul Covino, Kevin Faller and any other officers involved in this conspiracy against a journalist.  All the officers named and Mr. Caraviello wasted monies from Medford taxpayers and Massachusetts State taxpayers.   Any e mails between Caraviello and Mackowski and the other MPD offenders, notes, text messages which document their wrongful conduct.  Medford voters have a right to know how Caraviello and his interactions with the police department cause a clear and present danger to Medford residents and their civil rights.  

Police chief Leo A. Sacco Jr., and current chief Jack Buckley never held Mackowski (or Caraviello) accountable for their wrongful conduct after they lost in court; which the judge was appalled by.  I need all documents regarding this elder abuse and attack on the civil rights of a minority person, a same sex person who was violently attacked by Edward P. Finn, the city clerk of Medford. The voters need to see Caraviello's misdeeds and what can happen to a citizen when angry Caraviello weaponizes the Brady-infested police department to harass a journalist.  Also note, after Caraviello's spectacular loss in criminal court, Caraviello stalked his victim on Salem Street, a second time on Salem Street at Littlest Laundry, on Central and on Garfield.  

These documents are essential as Viglione is writing a lengthy article on why Caraviello is unfit to be dog catcher, let alone mayor.

Mr. Caraviello also committed perjury when asked if he ever "moonlighted" on the Medford City Council.  Under oath, the mayoral candidate
said "no," when - fact is - when Caraviello failed to vote on a "pay to park" video, walked away from the council which was in session, he walked up to Joseph Viglione and said that he had to "pick up a client" for his limo service.   Even if Caraviello didn't pick up a client, he clearly left the council
while it was in session and - being self-employed - it was obvious he was working for his limousine service, not city hall.   Who would want to vote
for a mayor who won't show up for work?  

A)Caraviello walked out of council chambers, failed to do the duty as a public servant that he is
paid for, 

B)Caraviello lied under oath to judge and jury regarding his working for his own company when the city council was in session.
Moonlighting.

There is great public interest in Mr. Caraviello's bad behavior and his conspiracy with violent city clerk Edward P. Finn as well as the MPD's Mackowski, Covino and Faller and any fees for these documents must be waived.  I am developing a television special with this information and will hold the mayor's office accountable if the issuing authority, Ms Lungo-Koehn, refuses to air the television special.

Mayoral candidate Caraviello's false testimony against the victim - a senior violently attacked by clerk Ed Finn, and Mackowski's extortion of the victim:
demanding that Joe Viglione drop the charges against Finn or a phony "witness intimidation" charge would be filed on Viglione, was disgusting.
Viglione contacted his lawyer and dropped the charges on advice of counsel.  In December Mackowski filed the phony charges, ostensibly because he was aggravated by a public records request regarding the then mayor, Muccini-Burke, and allegations of a sex crime at the Medford High School.
As usual, Viglione prevailed and it was another black eye on the Brady-infested Medford Police Dept. 

The judge seemed to be very angry with Mackowski and Caraviello's  wrongful conduct and dismissed the phony, frivolous case, the malicious
abuse of process designed by Caraviello and Mackowski.  The citizens need to know this prior to an election for every citizen and taxpayer is
at risk with a maniac like Caraviello weaponizing the Brady-infested police department to go after his enemies, like Richard Nixon on steroids.

This public records request is essential for voters to see bad behavior by Caraviello and a failure to return the information in a timely fashion will be noted in my writings and on the TV and radio specials I am preparing on Election 2023.  My radio show airs once a week, but I have it on platforms on the internet for the public to access at any time.

It gets even more revolting, the MPD harassed Viglione repeatedly after Viglione helped get the videotape which solved the crime at Tony's gas, helped the MPD with catching the perpetrators of the smashed window at the dental office on Salem Street, and when the MPD was given a floppy disc this
reporter received from a confidential informant regarding a fifteen year old from a pizza business in Medford allegedly used in a porn video that was hushed up by the police. Hushed up ostensibly to protect a friend of Mayor McGlynn's.  This notation is pertinent as it seems ex mayor McGlynn is behind the Caraviello campaign.  

These misdeeds need to be on the public record as the MPD and city hall have been less than transparent in these requests
for documents, though Viglione has prevailed most of the time.   Viglione will also urge the public to file a public records request to
obtain this record request and its responses.  The public has a serious right to know about the candidates running for mayor.

That the Medford Police were seemingly afraid of an alleged sex offender alleged friend of McGlynn's - the ex mayor who is the alleged force behind the current Caraviello campaign,  and did NOTHING to protect the 15 year old victim is the very flower of MPD misconduct.  

Essentially, the MPD and Caraviello care nothing about a sexually abused 15 year old and, instead, waste time attacking a journalist and costing him thousands of dollars in legal fees.  The public needs to know how dangerous Caraviello is when engaging with a corrupt police force (see L'Italien Report or Viglione's revelation of 117 cops on the Brady list he obtained from D.A. Marian Ryan's office, published in Modern Cop Magazine.)

I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request but as stated
above, they are of great public interest and the fees must be waived. We don't want another convicted felon incident like Paul Comeau Jr. masquerading as Paul Ruseau so that the public is not informed in a timely fashion on Ruseau's bad behavior.   Mr. Caraviello is one of the least transparent politicians in Medford, so he lies on his Facebook page about transparency, which is why these documents are so very important during an election cycle, the most protected speech in America.

The Public Records Law requires you to provide me with a written response within 10 business days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.
