RE: Election 2019 faces a clear and present danger:
Mark E. Rumley
Mark E. Rumley
Dear Mayor Lungo-Koehn:
The 2019 election is in jeopardy.
I
believe, to save his job and the job of his colleagues, Mark Rumley's
phony CORI check is designed to SCARE candidates for elected office from
having their own TV
show.
I believe, with every fiber of my being, based on information (via
public records requests) and belief, that Mark Rumley is a threat to the
2019 election.
Read
this e mail and see if the council can demand the evidence for the
allegations that I am stating against the long-time city lawyer.
Rumley
must be removed, or the election is as fraudulent as the one that
ushered Donald Trump into office over the more popular candidate,
something we witnessed in
2015
when I was intimidated by Ed Finn because I was a valuable asset to
Muccini-Burke's opponent.
This is how thugs interfere in elections. This is how citizens get cheated out of a fair election so that we get individuals who, I believe, are unfit to hold office. You clearly know what I am talking about, you sit across from four of them just about every week:
This is how thugs interfere in elections. This is how citizens get cheated out of a fair election so that we get individuals who, I believe, are unfit to hold office. You clearly know what I am talking about, you sit across from four of them just about every week:
---George Scarpelli who, in court papers, was quoted as wanting to punch young athletes in the face
---Fred
Dello Russo, Jr., who slams doors and makes noises - acting like a 5
year old - while taking 30k a year or so from unsuspecting citizens;
he's there to promote the family funeral business, not to protect the
citizens. Indeed, when citizens die, Dello Russo makes a profit. So
why should he help people out when their deaths benefit him.
Crass?
Yes. Honest. Even more so. None of you have the guts to say it,
that Dello Russo is merely on the city council to promote the funeral
business. Look at his resolutions and motions, if any, to see the
evidence of that charlatan being more like a termite, eating away at
city resources and not doing a damn thing to benefit this city, or its
taxpayers.
---Adam
Knight. Don't need to say a word. His mumbling is worse than
Caraviello, his motor-mouth sounding like one of those disclaimers on
radio where they speed up the announcer to sound like Alvin and the
Chipmunks.
By
the way, I may be a terrific comedian, but I'm as serious as a judge,
or owner of a drug cartel, take your pick, in writing this. I am
EXTREMELY SERIOUS exposing these jokers
---Richard
F. Caraviello - lied to the police and should be tried and jailed for
it; filed false charges on a resident in criminal court and lost, and
Rumley didn't do anything to stop him. That meathead owns a limo
service and told me he was moonlighting (so that he didn't have to vote
on the pay-to-park video.) Under oath, in court, Caraviello said he
never moonlighted. What does Mr. Rumley call it? Just another day
collecting bills at Somerville Court when he's supposed to be in the
city law office?
Disgusted yet?
Were
I a betting man, I'd say a good lawyer like you, Breanna, already knows
these allegations against your fellow councilors and your city lawyer.
So, do something about it, for the sake of Election 2019

Without
a flourishing access TV center, unethical councilors like Caraviello,
Scarpelli, Knight, Dello Russo have an edge. Unfair advantage. Dello
Russo, desperate to keep his funeral business "advertised" with his name
front and center on the city council. Now that's CREEPY.
Citizens
do not get to hear the truth - what motions and resolutions those four
have voted on, what they have and haven't done for the citizens of
Medford.

Please read these 2 paragraphs from a 3/27 Access TV article
Budget cuts force Columbia Access Television to close
“I really
believe a functioning democracy for people to give voice to themselves,”
Thomas said. “It seems that’s what public access television does.”
City
spokesman Steve Sapp said the city collected $876,315.76 in PEG fees
during fiscal year 2018 from Mediacom and Charter subscribers. So far
during fiscal year 2019 the city collected $208,000.75 in PEG fees, Sapp
said.
Nationwide about 3,000 PEG channels run by more than 1,500 public, educational and governmental entities exist,
according to the National Association of Counties. Cord-cutting
continues to hammer cable operators and the entities that rely on them.
In 2018 the five largest pay-TV providers lost about 3.2 million subscribers, according to Variety Magazine.

None of the councilors have fought against Mark Rumley's censorship plan as I have.
A
public records request was submitted to get a copy of Rumley's revised
submission policy without having to go through a CORI check.
Rumley said it is "in flux," using my language, and then attacking me on camera at a meeting of the cable advisory board.
Rumley
was throwing rocks at me September 1, 2016 in Somerville District Court
until I objected and the judge threw Rumley off of the witness stand
for "irrelevant testimony."
Rumley
disagrees with that statement. Of course he would, but it happened,
and it speaks volumes about the city lawyer's choices.
He is not a very nice man.
Rumley
then went out to talk to Harvey Alberg and Art Deluca of TV3, in the
hallways of Somerville court. I witnessed this. So while Rumley's
allegedly "investigating" his former colleagues on the board of TV3,
he's hanging out with them in their efforts to help a STALKER who
upended my family life and may have broken into my home May 31, 2016.
I
was in New York at a convention and came home to find my late partner's
tax returns opened on the front porch. A light switch missing in the
living room. I knew in my heart that the stalker (allegedly) broke into
my home. Sure enough, June 12 as I was photographing the pay-to-park
meter maid parking illegally in front of my home, from out of nowhere
the stalker started snapping photos of me. She must have been planted
at my home for weeks, if not months, and the judge was FURIOUS at her,
and granted me a one year, and then a three year, restraining order -
for a guy against a woman. Think about THAT.
So
Rumley saw how eloquent and polite and factual I am in front of a
judge, and Rumley found himself thrown off of a witness stand for
irrelevant testimony.
Rumley
should have been protecting this resident against the Malden stalker.
Instead, rather than ask the clerks to give him a pass on the subpoena
as he had nothing to offer, Rumley WANTED to testify against me. How
sick is that? As sick as Rick Caraviello playing the part of Jussie
Smollett and feigning he was "intimidated" by a man half his size,
vertically as well as horizontally. So Caraviello, like Smollett,
falsely used the Commonwealth's resources to chill my free speech.
Isn't that a violation of Caraviello's oath of office as well as
Rumley's? Of course it is, and worse, Caraviello should be charged and
imprisoned for his false accusation, not sitting on the council like a
pompous ass, on the fence and never fighting the way this writer fights
for citizens' rights.

Oh, it is going to Federal court, and soon.
Rumley,
Caraviello, Dello Russo, Scarpelli, Knight...they don't want a fair
election. They would rather have Paul Donato play sex games with them
10:30 am Oct 15, 2017 than do serious work.
And shame on Mr. Donato for knowing I can run the access station perfectly and not fighting hard for that; for me to protect the voters and the election and have an open access TV station.
STATE REPRESENATIVE PAUL DONATO (D-MASSACHUETTS)
You're a decent person. You should be the kind of person that people have a lot of respect for. I have respect for you."
State Representative Paul Donato

State Representative Paul Donato
Yeah,
Paul, that and my Papa Gino's app get me a free pizza ...oh, wait, the
Papa Gino's app is far more effective than Mr. Donato. At least I get
the free pizza with the APP
(probably today,) with Donato we get Michael Marks with a deer-in-the-headlights look "Did he really grab my private parts?" Yes, Michael, Paul did. When's the wedding?

__________________________________________________________________________________
City Solicitor Mark E. Rumley / Medford Daily Mercury on or about Nov. 16, 2008 (quoted from the 2nd Judge Jackson-Thompson hearing) saying:
“The
one sentiment that I have heard that I take great exception to is that
the city is trying to limit speech,” said Rumley. “The notion the city
would censor or squelch free speech is baseless and as city solicitor I
would find any such effort repugnant.”
NOW THAT STATEMENT, MIXED WITH THE RUMLEY CORI CHECK, IS ALL YOU NEED TO SEE THAT RUMLEY VIOLATED HIS OATH OF OFFICE.
Mr. Rumley's oath of office is attached.
I believe that Mr. Rumley has repeatedly violated his oath of office and that he should be impeached, tried and removed.
Rumley "solemnly" swore to "faithfully" and "impartially" discharge all duties...
agreeable to the rules and regulations of the Constitution...
If Rumley respected the oath he would have:
a)had the TV3 election in January of 2009, especially after I had informed him Frank Pilleri was shutting the election down
b)Mr. Rumley would not have, as he told me, had Judge Jackson-Thompson "fax" him "back and forth."
Just telling me that indicates, in my opinion, that the "impartially" part of his oath was tossed out the window
c)Mr. Rumley, having sat on the board of TV3 Medford, then wanted to investigate his fellow board members.
If
that's impartial - especially in light of the fact that Mr. Rumley's
failings as a board member could have been problematic had he been
honest with the taxpayers paying him and made public the TV3 books.
d)Mr.
Impartiality, a.k.a. the pathological liar Mark E. Rumley, when not
fighting with Michael Marks at the council, further embarrassing
himself, bullies people who want to use public access TV with his highly
fraudulent CORI check
As
you know, Mayor Lungo-Koehn, you can't CORI check everyone walking in
to a high school, the butcher, the baker, the candle-stick maker and
Rumley the faker, so the law, as access TV understands it, is "no
unsupervised contact."
When
I brought this to that charlatan of a city lawyer he then revised his
fraudulent words designed to CHILL FREE SPEECH and then claimed "the
possibility of unsupervised contact..."
Now
that means he thinks Patrick Gordon is a moron and unfit to be station
manager. Not only that, WERE WE TO HOLD TO MARK RUMLEY'S STANDARD, WE
WOULD HAVE A RULE THAT KEEPS CITY LAWYERS FROM ENGAGING IN CONFLICT OF
INTEREST, SPREADING LIES, THWARTING THE FIRST AMENDMENT TO THE
CONSTITUTION
Oh, wait, we have that. Mr. Rumley took an oath, "So help me God," and then he repeatedly violated that oath.
e)The
city e mail for the city lawyer on the Immaculate Conception church
website. I have screen shots of Mr. Rumley's ugly abuse of the taxpayer
funded e mail. I demanded Rumley change it to a Gmail account. So
why didn't the council have a NO CONFIDENCE VOTE on Rumley? Oh, that's
right, the council fears that joker. Well, it's time to impeach and
remove Rumley.
Shall I go on?
f)What kind of city council allowed a Bob Maiocco with all his Wells Fargo problems to bully his way to the presidency?
In
the same light, Mr. Rumley allegedly worked for his own business on
Thursdays as an alleged bill collector at Somerville District Court.
Newsflash
- if Rumley was operating a private business out of Paul Donato's
office on Spring Street on company time, I don't care what kind of
permission Michael J. McGlynn may have given the city lawyer allegedly,
it still is a fraud perpetrated on the citizens of Medford. They didn't
know about it.
I
was right about clerk Ted Tomasone, wasn't I? Warning the public about
Tomasone, no one listening, until disgraced Tomasone had to resign for
using taxpayer monies for his non-profit vis-a-vis his secretary
allegedly doing non-profit business AT the court house.
What
makes Rumley's alleged misdeeds any more legal than what Tomasone did
to the taxpayers? McGlynn can allegedly give Rumley permission to fly
to Moscow to make a deal with Vladmir on company time, but the citizens
have a right to know, and when the citizens see a city lawyer not doing
his job, but working for his own private law office, they want Rumley
removed from office for violating that oath.
Dec 1, 2017 - An investigation into the work habits of Somerville District Court Clerk Robert Tomasone was launched after the trial court received information ...
Then, as if to admit his guilt, Rumley allegedly, told a mayoral candidate that "You ratted me out to Joe Vig."
Mr. Anthony D'Antonio, that candidate, said to Mr. Rumley "How did I rat you out? Court is a public place." (Paraphrased.)
I respectfully submit that the city lawyer, Rumley, thinks that he IS the law.
Well
he's not. And I intend to report Rumley to every agency I can, so help
ME God, until that blight upon the city, Rumley as city lawyer, is
removed and hopefully tried in a court of law and punished if found
guilty.
g)Access TV is on life support, and - ostensibly - Paul Donato stated that Joe Viglione is the best person to run access.
Michael Marks, a year ago, April 2018, purportedly said "Joe Vig was right."
Of
course I'm right. Look at the time I've invested. Remember your
statement, Breanna, that I would probably make a pretty good lawyer?
I've been a paralegal, and God knows I defeated TV3 in oral argument in
front of Judge Lamothe in Somerville court, so, though I am not a lawyer
and may not be Perry Mason, I - at least - have a clue.
It's YOUR JOB to follow the clues that I've uncovered.
WE WANT REAL ACCESS TV IN 2019 FOR THIS UPCOMING ELECTION
YOU COULD EVEN BE MAYOR, BREANNA, IF YOU LISTEN TO THIS HARD-WORKING REPORTER.
YOU COULD EVEN BECOME MAYOR.
RESPECTFULLY,
Joe Viglione
