positions within the local different than those Bairos and O'Brien

O'Brien claimed in the same speech that he was speaking on behalf of General President Hoffa and Teamsters Local 25.

In order to avoid having the entire union disbanded, the Teamsters settled the suit with the Department of Justice establishing an Independent Review Board to “investigate and take appropriate action.”
Some Things Never Change: More Teamsters Arrested & Charged Under RICO
