    A counselor or psychologist in private practice that was having sex with one or more of their clients would very likely lose their state license. Besides being a definite "conflict of interest" it is totally alien to the concept of a counselor-counselee relationship where the idea is to help the counselee learn to solve their own problems. Just because this took place in a school rather than a community mental health center or private office, should make no difference. BTW, school counselors and teachers have a code of ethics (in my state, anyway!) that they have to read and sign off on at the beginning of every school year, so thy know what the boundaries are. Perhaps this former school counselor after she has paid her debt to society, could get further training and hang out her shingle as a "Sexual Therapist-Surrogate." (I think those things exist!) That might be a way she could actually help people and most importantly "do no harm!
