Hello Public Charities Division:
On Tuesday, February 14, 2017 (Valentine's day,) I will be speaking to the Medford City Council regarding:
a)Mayor Stephanie Muccini Burke's announcement at her State of the City address on 2/8/17 that she is going to utilize most of the time access television operates for the Vocational School while giving the residents funding it only time "at night." She did not specify.
b)Since the city of Medford abuses the P/E/G funding, diverting hundreds of thousands of dollars per year to the "general fund," using over 200k allegedly of money earmarked for the Government Channel to pay teachers Jack Dempsey (the man can't even use lav microphones correctly as seen on a video of the police chief and fire chief, yet he gets 75k a year!,) Lisa Dunphy and Allison Goldsberry; the high school channel is a joke with a bad screen and messages that scroll relentlessly, and no public access TV, citizens want to know where the investigation of Medford Community Cablevision, Inc. is going
The AG's office is - by its stonewalling with - "could impede law enforcement" - benefits the highly suspicious city hall and is causing IRREPARABLE HARM TO CABLE TV SUBSCRIBERS including but not limited to the failure to capture Medford history and bring it to the public in a timely fashion.
I will be filing a public records request to find the decision on the case against Lynn's LynCAM and utilize it as an example of the swift addressing of the problem in Lynn and the failure to quickly and efficiently look into the perpetual problems in Medford in regards to this extension of the First Amendment and Solicitor Rumley's allegedly intentional and malicious squelching of free speech.
c)The City Council President, Richard F. Caraviello, filed phony charges on this writer, ostensibly for my public records requests. It was an intentional squelching of free speech with Mark Rumley alongside Caraviello at city hall bringing three police officers to the council to intimidate me. I prevailed over Caraviello in his phony case and will be suing for damages; I prevailed over Mark Rumley when I told the police that the judge in the case ALLOWED me to go to Council meetings. Rumley's face was beet red and furious. In a case on September 1, 2016 I objected to Mr. Rumley's mud-flinging from the witness stand and the judge removed the City Solicitor. This is evidence that Rumley is anti-free speech and anti-access TV.
What was horrifying was to see Rumley palling around with Arthur Alan Deluca and Harvey Alberg, two unseemly characters who were on the board of Medford Community Cablevision, Inc.
To see the individual required to investigate Deluca and Alberg, members of a board that Rumley sat on, socializing with them in a courthouse, was chilling. As I am not a lawyer (though I have prevailed over TV3 and Mr. Alberg without a lawyer,) I believe this is a CONFLICT OF INTEREST: an investigator having sat on a board that he was investigating. I asked Governor Deval Patrick's office to remove former Mayor McGlynn's uncle from the board of Medford Housing and Deval Patrick's office did the right thing. It was a conflict. Mark Rumley, by the way, jumped up to try to stop my free speech rights again, I said "You, sit down." I felt like Glinda the Good Witch of the North throwing the bucket of water at Rumley, the Wicked Witch of the West. In fact, the judge got rid of Rumley quicker than Dorothy's bucket of water immediately after I, Pro Se Jose, objected to Rumley's vulgar commentary on this award winning public access TV and radio host.
When Mr. Rumley is dishonest with a retired judge, he is being dishonest to the community paying retired Judge Jackson-Thompson $3900.00. Rumley doesn't give a damn about the public's money, be it city money paying Melanson and Heath and Judge Jackson-Thompson, or cable subscriber monies going to teachers instead of to Public Access.
Here's Rumley's lie to the retired judge - his actions are in conflict with the words that he chose:
City Solicitor Mark E. Rumley / Medford Daily Mercury on or about Nov. 16, 2008 (quoted from the 2nd Judge Jackson-Thompson hearing) saying:
“The one sentiment that I have heard that I take great exception to is that the city is trying to limit speech,” said Rumley. “The notion the city would censor or squelch free speech is baseless and as city solicitor I would find any such effort repugnant.”
I am speaking on Valentine's day to the inept and bungling Medford City Council. Please give me information on Medford Community Cablevision, Inc. - not for the joke of a city council (Adam Knight gets up and walks out each time I speak...for 30K a year, such dereliction of duty; I think he has a crush on me so he will be highly agitated on Valentine's day being rejected again by this old guy,) and Rick Caraviello's licking his wounds over losing a case due to his inability to tell the truth at the council or under oath on the witness stand.
Thank you.
Joe Viglione
So we citizens of Medford come to Maura Healey, friend of Martha Coakley who is so very close to the McGlynn Administration, which has Stephanie Muccini-Burke in as the surrogate of McGlynn. But you knew that already, I'm just stating the obvious.
Please give us an update on the ugly shenanigans at TV3 and what you are going to do about it.

My speech is on Tuesday. God speed. Give the cable TV subscribers a break. That's your job.
Thank you.

For Immediate Release - March 13, 2015
AG’s Office Sues Directors of Lynn Community Access and Media for Misappropriation of Charitable Funds
AG’s Action Seeks to Recover Misappropriated Funds for the Charity
The complaint further alleges that Demakes, the treasurer, and McCully, a LynnCAM director, did not exercise proper oversight over LynnCAM’s affairs and failed to prevent the misappropriation and misuse of its charitable funds.
The AG’s lawsuit seeks to have the six defendants pay restitution to LynnCAM and also seeks to prohibit them from serving in any position of authority in any other Massachusetts public charity.
The Attorney General’s Office, through its Non-Profit Organizations/Public Charities Division, is responsible for overseeing the public’s interest in the Commonwealth’s non-profit charitable organizations.
This matter is being handled by Assistant Attorney General Brett J. Blank and Deputy Chief Nora Mann of AG Healey’s Non-Profit Organizations/Public Charities Division, and with assistance from Investigator Daniel Ferullo, also of the AG’s Non-Profit Organizations/Public Charities Division. The Lynn Police Department provided assistance in this case.
