Or did the contractor have to do it for free, pushing the project back from alleged April 2018 opening...

Dear Custodian of Records:

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to inspect or obtain copies of public records that detail the cost of the sidewalk on Riverside Ave which appears to have been (allegedly) paved twice
1)documents showing cost of initial paving
2)documents that show if sidewalk had to be torn up and why
3)documents showing cost of new sidewalk, if any

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10.00 However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how Medford government works.

Solicitor Mark Rumley, in your office, often denigrates my writings out of jealousy and anger, taking a judge's ruling out of context in his ongoing smear campaign because, in part, our media outlet uncovered allegations that Mr. Rumley was working allegedly as a bill collector on Thursdays having a second office shared with State Rep Paul Donato. Mr. Donato volunteered the information to me that Mr. Rumley shared his office.
Just to get it on public record: for a lawyer, Mark Rumley, to tell retired judge Marie O. Jackson-Thompson that he embraces free speech with his words, yet his actions contradict those words when he appears obsessed with a reporter uncovering facts - like the use of a city e mail to contact Mr. Rumley on placed on a church website - no separation of church and state, it is an indication that an individual in your office is possibly not being forthright with the public paying him.
That Somerville Court Clerk Robert "Ted" Tomasone was suspended and then retired for a similar allegation is chilling: "An investigation into the work habits of Somerville District Court Clerk Robert Tomasone was launched after the trial court received information about possible misconduct involving private business activities being conducted at the court."
What's the difference if Mr. Rumley used an office on Spring St. to moonlight on the citizens every Thursday at Mr. Tomasone's courthouse, getting paid for a full work week for the city, ostensibly, yet making more money by doing another job on Thursdays, allegedly.
Then, for Mr. Rumley to attack a reporter relentlessly shows much too much protesting, more like a fixation, with city hall "circling the wagons" to protect allegedly wrongful conduct. http://www.wcvb.com/article/longtime-court-clerk-retires-amid-investigation/14001108
Just needed to point that out as I am a journalist published in multiple books with many other books referencing my work. It's incredible that a law office would assassinate a man's reputation when he seeks information to benefit the public, and it is a red flag that Solicitor Mark Rumley doesn't seem to want the public to have access to the information that they are entitled to.

I also have great respect for an attorney, Ms. Scanlon, who does her job and who is kind, courteous and respectful. You have my deep thanks for your professionalism.

This information is not being sought for commercial purposes.
The Massachusetts Public Records Act requires a response to this request within 10 days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Thank you for considering my request.

Sincerely,

Joe Viglione
