CHANNEL 5 INVESTIGATES MEDFORD POLICE
"The taxpayers of the city of Medford have the right to expect that an individual who they are compensating, especially for sensitive positions like a police operational commander, that the individual will appear as required and perform the duties," Nolan said. "If you're 20 to 30 miles away and you can't respond, you can't do your job."
Doherty said he's not looking to bilk the city and he's using the time he earned. He said some medical issues have forced him to use the time.

read the STORY OF GERRY CLEMENTE AND THOMAS DOHERTY IN THIS BOOK:
'policing expert Tom Nolan says to be effective in a critical role, you must be present" (Kathy Curran, reporter)
Tom Nolan: "It would be extraordinarily difficult to manage, say the scene of a major emergency, if you are miles away in another city. I don't see how you can effectively accomplish that."
Medford Chief Leo Sacco: "Obviously I am concerned because i want to make sure that we make the appropriate response and that we do things right. But it's not critical that he be here 24/7."

5 Investigates: Medford city employee earns $211K working on average half days
Cost-saving measure isn't paying off
Chief Leo Sacco told 5 Investigates, "He's doing nothing that's illegal, he's doing what's allowed by contract and he's doing what's authorized by the chief."
Doherty is the highest-paid city employee in Medford making $211,485 last year. That's more than the police chief who earns $168,673.25 and even the mayor who earns $151,290.60.
5 Investigates cameras found Doherty regularly at home for the first four to five hours of his shift.
Another day he left home at 2 p.m., went to REI, grabbed a coffee and eventually headed into the police department and was on the job for less than four hours.
