Dear Atty Scanlon/Keeper of the Records:
This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of the following records:
1)The document or link on the city website explaining what Certification No. 04954 is
2)All documents containing the names of candidates applying for work at the Medford Fire Department in the past two years  - July 1, 2017 to July 1, 2019.
a)documents that may have existed prior to the hearing that may no longer be active - documents that may have been allegedly "scrubbed," or allegedly cast aside, or allegedly removed for new alleged documents that may (allegedly) favor relatives of people in Medford city government.
b)the complete, unscrubbed/unedited/not redacted or in any other way altered or changed, documents that the Civil Service Commission's I-19-096 July 18th hearing referenced when it noted:
B. As of November 7th, the City had already selected eleven (11) out of a maximum thirteen (13) candidates, including at least one (1) candidate ranked in the 19th tie position. C. According to the City, the Fire Chief was recommending that two (2) of the candidates ranked in the 20th tie position (only one of whom is a Petitioner) be appointed. D. Appointing candidates in the 20th tie position would result in a bypass of at least one candidate ranked 19th .

3)All documents containing the names of any candidates related to Mayor Stephanie Muccini-Burke
I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request. However, I am asking all fees to be waived;  as a member of the press with a popular Real Medford Politics Facebook page and an online news site with 1,368,771 page views as of 8:14 pm Sunday evening, July 21, 2019,  I am finding great interest in the story of Mayor Burke's son applying for a job with the Fire Department.  
The story on Stephanie Burke's son launched into the #3 spot on my news outlet July 21 with only the announcement that Anthony D'Antonio is running for city council and - the other big city council question: if  Robert M. Penta is running for city council -  being more popular - at the moment - than the article  on the civil service commission vis-a-vis Muccini-Burke's son.*   
The Public Records Law requires you to provide me with a written response within 10 business days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.  
And let me be precise as possible.   This Public Records Request concerns documents pertaining to the City of Medford Fire Department.


This request is sent to you as I want documents regarding the Civil Service Commission's July 18, 2019 Medford Fire Investigation,
Tracking Number: I-19-096.  I respect you, Ms. Scanlon, and understand that you were co-counsel on/at this particular hearing.

The other reason I am attempting to be as specific as possible is that the city solicitor, Mark E. Rumley, has - at times - allegedly engaged in subterfuge when it comes to Joe Viglione's public records requests.  I have prevailed on a number of appeals which speaks volumes about the level of honesty citizens can expect when dealing with Mr. Rumley.  The city lawyer does not have a good track record.    

Mr. Rumley squelch's free speech, his lips in direct conflict with his actions, he lied to a retired judge regarding free speech and public access television, so the citizens of Medford cannot interact and discuss serious issues, from bank thieves Thomas K. Doherty and Gerry Clemente having relatives profiting from Medford with astronomical paychecks, seeming nepotism when the former Mayor McGlynn had or has two children working for the McGlynn school, and when the Lebert family, the Sacco family and other connected individuals giving citizens and residents the idea that things are not appropriate at city hall.   Even if so many relatives are enjoying "the family business," the perception is awful and outrageous.   

This is a matter of great public interest - something that I stated earlier in this correspondence.
The public can't get a straight answer out of Mark E. Rumley on public access TV ratepayers pour millions of dollars into - my editorial within this public records request is an attempt to keep Mark E. Rumley honest, a huge task worth fighting for.
Please do not make me file appeal after appeal after appeal - I have been most specific in putting time and serious effort into this legal request for documents.

*That I broke the D'Antonio and Civil Service Commission stories in the same week, just as I knew that Teresa Walsh had been dismissed, excuse me, I mean "resigned" from her position as Chief of Staff for the Burke administration before even Attorney Walsh's own staff was aware of it, is brought to your attention to show the importance of this document investigation.   One mayoral candidate calls my news site "The only legitimate media in Medford" while Solicitor Rumley goes out of his way to besmirch the publication and throw rocks at it, his inappropriate behavior getting the city lawyer tossed off the witness stand on 9/1/16 with a simple "objection" more powerful than Dorothy's water bucket on the Wicked Witch of the West.  I am being serious.   I am not joking.  I am putting this information in plain view to show the vital importance of obtaining these documents, and the huge interest Medford citizens have in reading this information.
