Dear Officer Casey and Atty Scanlon/Keeper of the Records:

Under the Massachusetts Public Records Act § 66-10 et seq., I am requesting an opportunity to obtain copies of public records that

1)The names of every member of the Medford police force including secretaries/assistants

2)The salaries of these public servants who work for the Medford police force

3)An updated version of Mark E. Rumley's oath of office.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10.00.  However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of city government.   I am a long-time journalist, publishing my first reviews in 1969 at the age of 15, meeting film director Alfred Hitchcock a few years after that, and hosting my television program - Visual Radio - called "the best show on cable access in the country" by the creator of the infomercial.

My first TV show was in 1979 produced and directed by a former roommate who is now one of the major executives at HBO.
I also represented producer Jimmy Miller, one of the greatest producers of the rock era and brought him to Medford.

"Mr. Jimmy," immortalized in a song entitled "You Can't Always Get What You Want," was  producer of Steve Winwood, Eric Clapton, Spooky Tooth, the late Ginger Baker of Cream, Motorhead, the Plasmatics, entertainer Joe Viglione and a band you may not have heard of, The Rolling Stones.

Mr. Miller has the distinction of having produced "Dear Mr. Fantasy," the opening track in Avenger's Endgame - the biggest film of all time.  As stated, he lived in Medford after I brought him over from the U.K.  My work has the distinct honor of being published as well as quoted in many books,  quoted in other media including The New York Times and Boston Globe (the passing of Jimi Hendrix producer Alan Douglas,) etc. etc.

I currently publish a media outlet concentrating on the City of Medford which, at this moment - 11:42 am October 25, 2019, has 1,424,180 total page views.  The news magazine - closing in on one and a half million page views, ostensibly, is one of City Solicitor Mark Rumley's favorite sites.  Thus, I request the fees be waived for this magazine of great public interest as well as our Facebook page which has many, many readers.

Despite all the accolades and accomplishments, Visual Radio is banned in Medford by your boss, Mark E. Rumley, who loathes free speech violating his oath of office (see attached) as well as the 1st and 14th amendments to the U.S. Constitution, lies about it to the public and a retired judge, and interferes in the public's right to information that the public pays for.   With that stated, we humbly request all fees be waived for those reasons and more.

This information is not being sought for commercial purposes.

The Massachusetts Public Records Act requires a response to this request within 10 days.  If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Thank you for considering my request.

Sincerely,
Joe Viglione

The 14th Amendment Protects the Right to a Public Education. ... This has occurred through the United States Supreme Court's interpretation of the Equal Protection Clause, the Due Process Clause, and the incorporation of other rights (like freedom of speech) to the states through the 14th Amendment.

Mark E. (Enemy of the People) Rumley - long-in-the-tooth city solicitor who really needs to get another hobby.
