RE: Substantial Complaint on Adam Knight
Substantial Concern that Council President has failed to keep order Violation of Rule 9
Verizon and Comcast Agreements protecting citizens against censorship
Robert's Rules of Order and the Medford City Council rules.
Dear Mr. Falco/Council President:
As
you know "Robert’s Rules provides rules and procedures that allow a
deliberative assembly to make its decisions efficiently, but with all
due regard for the rights of the minority."
On
Tuesday, March 11, 2020, my rights were again violated by Adam Knight,
Zac Bears and the council president's failure to adhere to
Rule 9.
Pursuant
to Robert's Rules of Order "It is also appropriate to require
attendees to be civil to one another and refrain from using profanity or
personal insults" Mr. Knight yelling "The gentleman is disrupting
the council" was aimed at a victim of Knight's misconduct and Ken
Krause's yelling in council chambers. Again, President Falco violated
Rule 9 by not slamming the gavel and protecting this speaker.
Pursuant
to Rule 2 of the current Medford City Council Rules "all meetings of
the City Council, and of Committee thereof shall be open to the public
and to the press, and the City Council shall provide that the citizens
and employees of the City shall have reasonable opportunity to be heard
at any such meeting in regard to any matter considered thereat."
As
a member of the press I have been antagonized repeatedly by Mr. Knight,
former councilor Camuso, demanding my "Boston press pass," whatever
that is supposed to mean. As you are certainly aware, I obtain press
passes - multiple - on a daily basis. The slight that sophomoric
behavior by councilors like Knight perpetrate IS a violation of the city
council rule #2 ..."...shall have reasonable opportunity to be heard at
any such meeting in regard to any matter..."
When
former councilors Camuso and Dello Russo allegedly editorialize to
harass, when Knight carries their water today, it is a low standard that
violates the rights of every single member of Middlesex County and the
Commonwealth of Massachusetts, not just within the Medford city
limits. It is regrettable, it is boorish, and I've set my mind on
reporting it to any government agency that will listen.
Mr.
Knight violated former citizen Jeanne Martin's rights, he has violated
the rights of other citizens, and on March 10, 2020 this SCHEDULED
speaker wrote to Clerk Adam Hurtubise and Diversity Director Neil
Osborne in advance so that it is on public record what
the
ill-mannered Adam Knight would do. I'm not psychic, Knight's callous
abuse of citizens, his perpetual cruel indifference to the rights of
others is now ingrained by improper oversight by the President and
Vice-President of the Medford City Council or anyone else in a position
to have the courage to file a no-confidence vote AND successfully remove
Adam Knight from his position on the council for the constant
violations of the rules noted here.
PRESIDENT FALCO'S FAILURE TO KEEP ORDER
Adam
Knight violated the rules and Council President Falco shamefully did
not reprimand Adam Knight nor did President Falco sanction Knight for
his disrupting of a public meeting. Later in the meeting he yelled at
his victim and said "The Gentleman is disrupting the meeting" when I was
victimized by Knight and Patrick Gordon's accomplice, Kenneth Krause.
It was incumbent upon President Falco to slam the gavel and demand
order. You, President Falco, failed to do so. Why are citizens paying
you more than Thirty Thousand dollars if you refuse to do your job and
keep the council order?

As
a journalist I have fielded numerous complaints on Adam Knight, such
comments as "He keeps getting away with it," "No one stops him,' "He
thinks he can do this repeatedly" and allegations that his behavior is
not limited to his juvenile antics at the council, and allegations why.

Now
- imagine for a moment - Erin DiBenedetto, Jean Nuzzo, Natalie Breen
replacing George Scarpelli, Rick Caraviello and Adam Knight on the
council. Knowing these candidates (who are all next in line if the
aforementioned councilors step down or are removed) we wouldn't have the
disruptive activities of Mr. Knight and Mr. Caraviello, nor would we
have the stain of Mr. Scarpelli's alleged failure to perform as
chaperone in Otis, Massachusetts. In this era of the #MeToo movement,
Scarpelli's alleged failure to protect the very athletes he was required
to chaperone would be enough for an honest individual to resign from
the council and from future field trips. A man with integrity wouldn't
allow such an alleged blemish to infect the Medford City Council. An
honest councilor would realize that he had violated his oath, could not
serve the public properly, and that his conscience would require him to
step down. These individuals are now on our City Council Brady List - a
list of individuals so negligent that they cannot be trusted to be
public servants. They are self-serving and not eligible to honestly work
with the public in the capacity they now enjoy.
Richard
Caraviello's filing of a false police report and possible perjury if
his answer in criminal court about not moonlighting was not the truth is
another example of a reprobate unfit for service, a selfish, arrogant,
unintelligent individual who allegedly committed compensation fraud by
stepping away from the council prior to a critical vote on pay-to-park.
Caraviello didn't provide the service, but - ostensibly - cashed the
check.
Caraviello filed
false charges on a man when a case was already dismissed. It was
fraud. Caraviello's accomplices on the Medford Police Department are
part of a department that has the worst Brady List presence in all of
Middlesex County.
One
of the most expensive city councils in the Commonwealth of Massachusetts
has Michael Marks in a photo with an elected official reaching for his
erogenous zone - and Marks - rather than distancing himself from the sex
prank (with Mayor Burke laughing at it) - was participating in the
crude and offensive act on October 15, 2017 in front of two little
children and a fifteen year old student AT Medford High School. Equally
egregious is that those two children were alleged to be members of the
family of a city councilor. So if some father allegedly is negligent
when it comes to his own children, how can senior citizens expect
protection at the city council of Medford?
What
do I know, I only snapped a serious of photos at 10:30 am that morning
which are proof that not only does this city council not abide by
Robert's Rules of Order - Marks, Scarpelli, Caraviello and the father of
those children can't even behave in public without embarrassing the
city of Medford.
Now
our mayor might say "Be positive, don't be negative," which - in the
opinion of a man a lot older than her, I consider enabling.
Note
to Breanna Lungo-Koehn, if you condone such despicable and vile
behavior in public and at the city council, then your policies and your
administration become part of the problem.
ELECTED OFFICIALS SHOULD BE HELD TO THE HIGHEST OF STANDARDS.
WHEN
ADAM KNIGHT HARASSED AN OLDER MAN OF A PROTECTED GROUP AS HE DID LAST
NIGHT, HE VIOLATED THE AGREEMENT WITH COMCAST AND VERIZON NOT TO CENSOR
ADAM KNIGHT VIOLATED THE RULES REGARDING DECENCY
AND
EVERY SINGLE CITY COUNCILOR WHO SITS BY AND GIVES KNIGHT THE LATITUDE
TO DISRESPECT, HARASS AND BESMIRCH INDIVIDUALS OBEYING THE RULES IS JUST
AS GUILTY AS ADAM KNIGHT.
President Falco's violation of Rule 9
Duties of the Presiding Officer
Rule 9.
The
presiding officer shall preserve decorum and order, and shall decide
all questions of order, subject to an appeal by the City Council,
regularly seconded; and no other business shall be in order until the
question on the appeal from the ruling of the Chair shall be by roll
call and shall stand, unless a majority of the votes are to the question
of appeal.
President
Falco, you did not preserve decorum and order. A speaker waited for you
to bang the gavel on Mr. Knight and you were irresponsible, derelict in
your duties, and that, potentially, is compensation fraud. You are
being paid extra, is it not true?, to maintain
order
and you failed to do so when Knight was out of order and when Kenneth
Krause was out of order and when Knight was out of order again. I
submit that you, President Falco, were irresponsible.

I
submit that Mr. Adam Knight has repeatedly fractured the rules to
harass members of the public that he dislikes. Conversely, as I noted
last evening, Mr. Knight's "new rules" will allow for Knight to give
condolences and happy birthdays without rebuke and without a vote to get
a quorum. But if Knight chooses who to give a happy birthday to, does
it benefit his campaign? Is it a long-term campaign for office?
So
Mr. Knight claims that he is the arbiter of who is commended for a
birthday or who is mourned; it becomes Mr. Knight's raison d'etre.
Knight doesn't file proper motions or resolutions - his years at the
council are rife with outreach to his base which I consider campaigning
on company time. A sort of "compensation fraud," if you will and using
the city council in a manner in which it is not supposed to be used.

Tomasone was removed from Somerville District Court for allegedly
benefiting himself by using government resources. Allegedly.
If
these facts in this e mail are indicators, what do we NOT know about
the conduct of the individuals who are the subject of these
allegations? Have they done things equally or more out of line that we
should be made aware of?
Council Chambers
Rule 43.
The
Medford City Council Chambers shall be open to all Medford citizens for
the purposes of disseminating public information, holding of public
meetings and hearings, the holding of City Council and School Committee
meetings when called, and all festive activities relating to the working
of the City Government At no time within the Council Chambers will
banners, placards, hand held signs or any other public display of
advertising an issue before the City Council be permitted.

I was disseminating public information on the millions of dollars cable subscribers pay into cable TV, i.e. The Franchise Fee.
Mr.
Knight maliciously, willfully and with intent to disrupt the flow of
the meeting, acted in an inappropriate manner and the council President,
Mr. Falco, violated Rule 9 by not keeping the flow - giving Zac Bears
and Mr. Knight an opportunity to further violate the anti-censorship clauses of the Verizon and Comcast agreements.

Rules of parliamentary procedure, Common law rules of order, Robert's Rules of Order, the Medford City Council Rules all just window dressing with multiple citizens, including former members of the council itself, at the mercy of unscrupulous, damaged people who gorge themselves on taxpayer funds without providing the service such payment demands.
Where
is the high standard for this council. Zac Bears allegedly showing up
in Alden Chambers under-dressed before taking the oath of office, Mr.
Caraviello blurting out that he's the "Top S.O.B." in Medford prior to a
council meeting but standing in the President's space at the podium,
pretentious activities by those who demand respect as alleged elected
officials, but fail to give respect to those they take enormous sums of
money from. With these facts that I have set forth, it is an
understatement to say that the Medford City Council is the very flower
of the term "compensation fraud," the purest example of taking public
money not earned, as evidenced by Knight's censorship tactics and the
President of the council failing to adhere to Rule 9.
