Dear Mr. Finn:
The State Ethics Commission is in the BCC in regards to McGlynn using the access TV channel to promote himself while the public is locked out of Access television. "A right lost to one is lost to all."
Here's my Complaint for the Council:
1)I videotaped the council meeting and there was no visual, just audio.
2)The City Council should be prepared for such problems as we pay a HUGE franchise fee in this City. Why do we NOT have proper equipment functioning properly
Anne Baker discussed the Governmental equipment one night at the City Council, correct? I put a Public Records Request in with Ms. Baker's office on 1/22/11 and a second request on February 10, 2011. I've not been able to access these records and now it is close to September. Is this how our City Hall works?
A copy of this correspondence is being sent to the Attorney General.
It is ELECTION TIME. Our Councilors should AT LEAST want to be on camera more often as we come up to November 8th.
We PAY for Public /Educational / Governmental access tv in this city, but the Mayor seems more concerned about shoveling those fees over to the "General Fund" than taking care of Medford residents and P/E/G access TV. Meanwhile, McGlynn takes advantage of TV 3 with his smiling face running incessantly in some thinly-veiled attempt to get a leg up on his competition before the primary. That's disgraceful.
3)A City Councilor, one that I happen to like, left early on Tuesday night. That was not fair to me as I had not spoken yet. If Council meetings are going to run 5 hours they should be put into two sessions so that ALL the Councilors can hear the petitions by residents
That it won't be SEEN on TV, only "heard", is disgraceful in an election year.
We've got a MEDIA BLACKOUT and McGlynn just loves it.
He doesn't suffer "Vinny Piro Syndrome" now does he?
I demand the ability to speak at the next council meeting so that the public and the entire council can hear me. I did NOT get to give my full speech and I was thrown to the end of the session as if my point of view does not matter.
And Ms. Baker...please get back to me on the Public Records Request. it is more evidence that this Mayor is NOT transparent and hardly forthright with the public.

Dear Mayor:
This Tuesday evening I am requesting your presence at the City Council. I understand you have appeared at only one City Council meeting in 25 years. That is rather extraordinary - and not in a good way - for a Mayor who said in the Medford Transcript " that enhanced government transparency would be a major part of Comcast’s Project Open Voice pilot program."
How about "enhanced government transparency" across the board?
A Medford Transcript article noted in regards to the audit of TV3: "Melanson Heath goes on to provide a report in which it outlines “material weakness” in TV3’s financial practices in areas such as segregation of duties, control over disbursements, control over receipts and financial reporting."

When you add to that the NO CONFIDENCE vote from the well-respected Judge Marie O Jackson-Thompson and the call by Mayoral Appointee Phyllis Buccio-Notaro for the board of directors to resign in 2008, you have a pretty compelling argument that it is the Mayor of Medford who is deficient.
If you fail to show up at the City Council I will announce to the citizens of Medford that the Mayor doesn't care about public monies and that the Mayor is providing evidence that he is incapable of leading this city.
I will drive that point to the viewers repeatedly.
I will make it clear to the City Council, and then I will make a DEMAND upon the COUNCIL to put in a PUBLIC RECORDS REQUEST to CITY HALL to find out your thoughts on the SCATHING report by Judge Jackson - Thompson and the judgment of "material weakness" by the auditors of Melanson Heath & Co PC and why in your "infinite wisdom" you even ignored the investigations by your two Mayoral appointees - Buccio-Notaro and Solicitor Rumley.
Then I will demand a copy of the response to that Public Record Request and if none of the 7 councilors want to read it into the record at the Council, I will do it personally!
Just ask Uncle Gene McGillicuddy if he thinks I'm bluffing!
IN a now defunct blog published by Channel 3 there were veiled accusations made about the Mayor using monies designated for Educational and Governmental that go to the General Fund. I thank Anne Baker for responding to my Public Records Request noting that three individuals are paid salaries at the high school by the monies marked for Educational television, including the "Citizen of the Year", Jack Dempsey.
When a show about the Greenline that I produced in a neighboring town doesn't air, but the Mayor goes on TV 3 promoting a for-profit locksmith, it is clear that the Mayor - who gets paid from taxpayer dollars - doesn't want those people funding access TV to utilize this resource to benefit the community. Pop Warner, the Greenline, animal rescue and other aspects of Medford life suffer because of a selfish Mayor, an insensitive Mayor, a Mayor who names a school after himself and feigns he is naming it for his father. If I'm incorrect, meet me at the City Council and have a debate with me.
Public Access in Medford was ruled "private MCC Access" by Judge-Jackson-Thompson, echoing what former MCC Board member Joseph Fortunato (another individual pushed out of TV 3 in an inappropriate fashion) called the station over a decade ago "Private Public Access."
As you know, Comcast's Open Voice is no longer featuring Medford on the front page. "Leadership that Works" was your campaign slogan yet Verizon took more than 180 days to hook up the Government Channel. You call that "leadership?" It's been nine and a half months since the Inauguration, eight and a half since the February 3 Verizon contract signing. You call that leadership?
As a "leader" you spent Fourteen Thousand Dollars of Taxpayer monies on:
1)Judge Jackson-Thompson's report $3900.00
2)Melanson Heath & Co PC Audit
Yet you have NOT spoken publicly about how you spent public (taxpayer) dollars regarding PUBLIC MONIES (Comcast and now Verizon cable subscriber franchise fees) that the public has a right to know about.
How is that leadership? It is a failure to communicate to those paying the freight, and it is WRONG.
This is an essential issue, and the $14,000.00 is something the average citizen can relate to. It will resonate with the average person more than your spectacular failure with the eminent domain at River's Edge...4 million dollar judgment against your MVDC and a slap at you by the Appeals court.
A Mayor who displays courage would speak to the community about the 14K and the 4M. A Mayor without that courage is a coward and is spinning self-crafted fiction (to quote the City Solicitor) by fraudulently bragging about "Leadership that Works."
City Solicitor Mark Rumley, who last spring made a recommendation to Mayor Michael J. McGlynn to hold both an audit and evaluation of TV3, declined comment on the result of Melanson Heath’s findings.
McGlynn also declined comment on the audit, saying he would prefer to
see retired Judge Marie Jackson’s report before making any decisions.
“Until I see them together, then I reserve all judgment,” McGlynn said.

You've had enough time, Mayor McGlynn. You failed to act when a 10 year old girl was denied Pop Warner, though all three of your daughters were not treated with such disrespect; you failed to show up when your own scoutmaster, Pasqual J. FIorello, was victimized with monies from the franchise fee in a court of law. That's not "Leadership that works", that is Leadership that Discriminates.
My victory in Superior Court in December of 2011 shows the integrity with which I lead this battle to open the PUBLIC SWIMMING POOL that you fail to give to the residents who pay for it. I beat your cousin in a court of law and the playing field was not level; nothing you do is on the level, your Honor. But I still beat you and your bumbling, fumbling cousin in a court of law...and I'm quite pleased with myself for doing so, I must say.
I am determined and ready to continue that battle to open up access TV to the entire community...and if you fail to do the right thing, to expose Mayor McGlynn as the fraud that he is. A man incapable of helping out anyone but his own cronies. See the Medford Housing Department and its embarrassing situations if you need any evidence of that.
Come to the City Council, Mayor McGlynn. You owe it to the people you take money from.
Prove to us that you have a spine and are not the coward the city thinks you are.
If you can't come up to the podium and have the integrity to speak to the taxpayers about the monies you used, then you should resign.
