BUILDING THE PUBLIC TRUST IN MEDFORD

AN ESSAY FROM JOE VIGLIONE


     Police Chief John D. Buckley has done nothing to pacify an anxious public that is highly suspicious
of the 112 police officers in the city of Medford.

     The question remains - what is Buckley going to do - what action - to assuage a public terrified of his force?

     Acting tone-deaf to the citizens who file complaints, to the screaming headline "police misconduct" in the Medford Transcript,
to the City Council Vice President (and mayoral candidate) Attorney Breanna Lungo-Koehn putting on public record at the council that people fear the police - this hard-of-hearing front and other disrespectful movements are actions, and they are bad actions. That's the same underhanded conduct that Leo A. Sacco Jr. put on display - and it's a huge statement - bad business as usual.    Truth be told, the citizens are tired of it.  

        "Theft of service. Fraud" Sgt. Olivia Benson says in Law & Order SVU to the CO, Orita Wilkins, who was punching time cards improperly.  Season 17, Episode 22 5/18/16.  Is that what time card malfeasance is?   

     If that's the case, Chief Buckley needs to identify each cop and inform the public on each and every instance of known wrongdoing.

Law & Order: SVU, remember, is based on stories "ripped out of the headlines."

     Clever Buckley is not to be underestimated.  He knows full well that the hot air he was offering the public wouldn't fool the minority of residents looking at him with jaundiced eye.  He also knows so long as he can issue lip service rather than honesty he can keep the cracked power structure in place.

     Council V.P. Breanna Lungo-Koehn was very clear - citizens are afraid of retribution; citizens know how vindictive this particular police force can be, abusing its/their power with impunity.  Buckley didn't let an elected official publicly rattle him on October 1, keeping his cool,  his slow delivery as premeditated as a murderer plotting to kill free speech and freedom of the press.  "Everything's fine" is what he wanted his body language to say.  And then Chief Buckley insulted our intelligence: That these men and women convicted of "police misconduct" are all wonderful, kind, sweet, beautiful.  No, Chief, they allegedly have committed crimes.  They are alleged criminals.

    So let's give John D. Buckley the benefit of the doubt if he can answer these questions:

1)Are Frederick LeBert, Thomas K. Doherty, Gerry Clemente related to Stephen Lebert, Barry Clemente and Alan Doherty?

Chief Buckley, you want to earn the public's trust.  The public remembers Depositors Trust, more than Exam Scam, so why would alleged nepotism be the order of the day given how woefully corrupt this sad, international news story about Medford is?  Wasn't there a death attributed to Whitey Bulger via the Depositors Trust case? 

CLEMENTE said that he and DOHERTY stole copies of a March 3, 1979 Somerville police captain exam, an April 21, 1979 MDC sergeant exam, and an April 21, 1979 statewide sergeant exam. (On statewide exams, applicants could choose which towns' police departments, and which open positions, they wished to apply for.) They sold the Somerville exam to Arthur PINO. They gave or sold the MDC exam to Joseph Bangs, Robert CLEMENTE (Gerald's brother), Richard Nazzaro, Frederick Lebert, and Robert Spencer. Bangs testified that he paid CLEMENTE $3000 for his own exam and $3000 for Spencer's. DOHERTY himself took the statewide exam, got a high score, and obtained a promotion to sergeant in the Medford police force.

2)Then you've got Stephen Lebert and his uncle Richard Lebert and the beat-down of a Woburn resident
Is this what you call "have no fear in the police department?"

A civil case in 1994 resulted in a $100,000 judgment against Richard LeBert. His attorney, Thompson and the state agreed to a settlement of $49,000, which the city of Medford eventually paid.

These are not isolated incidents - the Medford Transcript has the Lebert files so that you can see the ugly reign of terror of Stephen Lebert, and Leo A. Sacco Jr. as police chief coddling unseemly (you know the word I want to use) acts by a member of the force.
Sacco allowed the sick situation to degrade.  Sacco is to be blamed for this.  Sacco is the one who should have been responsible.

    The public isn't just afraid of the 112 Medford cops, especially now that the "good cops" are covering for the bad cops, the "good cops" evolving into bad cops themselves by spitting in the eye of the public that pays  them.

    Look deep into the Lebert story, and look at how many Lebert relatives protected and served themselves, not the public.

3)Chief Buckley - is this why we shouldn't be afraid of the police?

August 13, 2009 Transcript article, alleged assault at the police station involving two officers.  Look at Leo Sacco again use the refrain "good officers."   BUT LOOK AT THE CASE, IT'S ABOUT DETAILS!
Sacco said GXXXXX was immediately relieved of duty. LXXXX who was punched once in the neck, was sent to Winchester Hospital to be checked out, but returned to duty the following day.
GXXXX was suspended for five tours of duty, beginning Aug. 5, and was expected back Aug. 12. lXXXX, added the chief, may receive a letter of reprimand for his actions.
Sacco said he’s not exactly sure why the fight happened, but speculated it might have to do with an incident going back to February, when (j.g.) placed himself on a detail list, which goes against the department’s policy
“I’ve spoken with both and they’re good officers,” Sacco said. “This is a surprise to me. I believed them to be friendly with one another. This is out of character for both of them. It’s embarrassing for them and the department that this happened."
No, Leo Sacco, just like you got all angry when your son was NOT arrested for the allegation of drunk driving January 2017.
The double standards are glaring, and this is why you don't have the trust of the public, this is why residents are terrified of the
Medford Police Department

"Unintentional?"  the officer of the law allegedly got out of his vehicle and escalated the situation

"The fact that a 'struggle' occurred was due to Sergeant Lee not leaving the scene and proceeding to the Medford Police Department [2 miles away] after his vehicle was vandalized by [the woman]," Burke wrote.


 Why is the woman's lip busted open and not Lee's?  Who is the aggressor?  SEE PHOTO BELOW, we have more gory photos of this ugly incident too!



But Chief Buckley says not to fear the police.  What's he going to say?  RUN FOR YOUR LIFE FROM US, WE ARE MONSTERS?


Well, Chief Buckley did take an oath of office or two, yes, he should be honest and tell the community that criminal activities abound inside 100 Main St...nothing has changed since the days of The Cops are Robbers Depositors Trust.  NOTHING.

5)Chief Buckley, what happens to the public when an officer of the law is acting all  bothersome?

Shawn Hughes  Medford Police Department.  A judge ordered weapons removed from his home, but you have nothing to worry about!

He’s on probation now, after the judge ordered all weapons removed from his home. But Shawn Hughes is still an active duty police officer, and still carries a gun. FOX25's Mike Beaudet reports.

6)Chief Buckley, which is worse, allegedly strangling a wife or getting caught in a prostitute sting for your officers?

A Medford police officer picked up in a Lynn prostitution sting late last month is now awaiting a disciplinary hearing that could result in termination.Greg Hudson, 54, was arrested Aug. 20 at the intersection of Union Street and Union Court in Lynn along with 16 other men in a sting conducted in the early morning hours of Aug. 19-20 and charged with soliciting sexual conduct for a fee, also known as criminal solicitation.

6b)  The late Greg Hudson
Thursday, April 14, 2011 [MA] Medford eased Police Officer Hudson out of his wife strangle charges & so have a cop that commits crimes and breaks rules Medford Police Officer Gregory Hudson, most recently given probation and suspension for soliciting a prostitute, had previously been charged for assault and battery after "allegedly" (at least) choking his wife. 

She had bruises on her neck, yet his charges were "disposed" of after probation and 40 hours off of work. They kept a cop who commits crimes and they ended up with a cop who commits crimes. 

They also ended up with victims who saw there was no use turning to the court system for protection. Obviously Medford still keeps criminals on the force because again they are keeping Officer Hudson. So what's new in Medford? Nothing noticeable. 7)Hey Chief Buckley:  Shawn Norton  Feb 13, 2015 - what happens when it is drunk and bothersome, Chief Buckley?

MEDFORD - A 16-year veteran of the police department was released on $100 bail after appearing in court on a series of charges that include drunk driving.
Shawn Norton, 43, was arrested in Reading, Mass., late Wednesday night after a hit-and-run in Wilmington. Police said he ignored their emergency lights and made several turns before finally stopping.
CBS Boston reports he ignored multiple commands to get out of his car, and when he did, he had alcohol on his breath and had trouble standing.

NEPOTISM: A BIG PART OF THE PROBLEM

Having the granddaughters of the fellow the McGlynn School was named after being teachers there.

Nepotism.  

Police Chief Buckley thinks lip service is the key instead of hard work and honest effort - 
presto change-Oh! just because he reads an old biography of himself off of the police website about
"...these (allegedly) great women and men."

 As the Chief of Police I pledge that Community Policing will remain the guiding philosophy of this police department.
