If a predator teacher strikes again, can a city be held responsible?

For the sake of argument...

What if some politician's daughter let some
good-looking teacher have his way with her.

What if, as has happened at many schools - just like the Catholic church pervert priest scandals - they shuffle teachers around with 

---a letter of recommendation

---cash to get lost and don't come back again

---basically, a get out of jail free card enabling these predators to do it again.


Now...

what if a predator is baby-sitting someone's 
child after being exiled from teaching

and what if that gal or guy goes back to their old, nefarious ways?

Can a city be sued if 

A Mayor
A Budget / Personnel Director
A School Superintendent 

all participated in the hush up

???

If so, 

that city better have a great insurance policy


Just thinking out loud...

some of these individuals ??? - specifically a former mayor and possibly a current mayor, somewhere out there in the
United States of America

Catholic commencement scandals dishonor class of 2016

In 2004, the United States Conference of Catholic Bishops (USCCB) released “Catholics in Political Life,” which requires Catholic institutions to withhold honors and platforms from public opponents of Church teaching — and a commencement address certainly is both a prominent platform and a coveted honor, especially when paired with an honorary degree. The document states in part:

The Catholic community and Catholic institutions should not honor those who act in defiance of our fundamental moral principles. They should not be given awards, honors or platforms which would suggest support for their actions.


So is HUSHING UP A SEX SCANDAL
in alignment with Catholic Teachings?


Quite the dilemma, isn't it?
