Timothy E. Smarzo, 65, of Syracuse, was charged with two counts of forcible touching and one count of endangering the welfare of a child.
During an art class, Smarzo was accused of "forcibly touching the intimate parts of a female student," who is less than 17 years old, the New York State Police said. The student's parents reported the incident directly to the state police Special Investigations Unit.
