VICTORY - Open Meeting Law Violation by the alleged radio/television cable TV advisory board.
The "Chapter 74" board came into being ONLY after they built the access television station at the high school. Think about this: they didn't use Educational monies allocated by the franchise fee, they waited until the $600k that citizens saved the city (by shutting down MCC TV3) to use the PUBLIC ACCESS FUNDS for the Educational channel.
So the public is abused and used by a mayor who once fought FOR public access rights, only to prove once she obtained the seat of power that she is every bit as abusive as the failed 501c3 non profit. A citizen fought hard to get this victory.
The hard fought victory is a black eye on Stephanie Burke, Mark Rumley and Roy E. Belson.

THE DECISION IS IN, the Chapter 74 Advisory Committee failed to abide by the OPEN MEETING LAW!
This is key - for about two years the secret radio/television advisory committee had meetings WITHOUT the knowledge of the City Council or the School Committee! It shows a pattern of misconduct that we've told you about from the Burke and Belson Adminitrations, the "new" TV station caught red-handed having a committee ostensibly helping to shape it including Paul Gerety as a member, a former vice president of the now under investigation Medford Community Cablevision, Inc.. * (Mr. Gerety bailed awhile back, but he was still part of a problematic station in late 1990s / the early 2000's. Mr. Gerety is NOT part of the AG's investigation on 5 board members of the last remnants of TV3, Medford Comm. Cablevision, Inc.)
What was a former V.P. of the embattled and perpetually dissolving TV3, Medford Community Cablevision, Inc. doing ANYWHERE NEAR our new access station and - equally important - Mr. Gerety should have known better regarding the OPEN MEETING LAW and demanded the meetings be open to the public.
So if the Chapter 74 Advisory Committee was shaping our public access TV, purportedly-allegedly-ostensibly - and incorporating the governmental and educational with the public, it created - in the opinion of this access television producer, a gray area which would confuse any reasonable person - or any reasonable member of the city council or school committee.
EVERYTHING DECIDED BY THAT BOARD IS THE FRUIT OF THE POISONOUS TREE AS THEY DID NOT PLAY BY THE RULES!
In my opinion, the current Medford Community Media is the fruit of this poisonous tree, thus, Ben Brown must be removed from operating the station and - as I stated in my original proposal to Mayor Michael J. McGlynn when I, Joe Viglione, put the ONLY BID in to run the station* THE ISSUING AUTHORITY SHOULD NOT BE THE MAYOR
SOMETHING that must have drove McGlynn bonkers - the opinion that the mayor being the "Issuing Authority" while - in McGlynn's case - having two secret meetings with MCC TV3 at Regina's Pizza and Bocelli's, was a conflict of interest.
I submit that Muccini-Burke is even MORE conflicted, allegedly, than McGlynn, and has taken it to a disastrous level with Ben Brown: free speech denied, and censorship tactics that would make fictional gangster Tony Soprano blush with envy.
YOU HAVE A MAYOR BEING THE SUPERVISOR OF ALL CABLE TV IN MEDFORD, PLUS BEING THE ARBITER OF TASTE BY FRIGHTENING PEOPLE AWAY WITH A PRODUCER'S AGREEMENT BEN BROWN HAD TROUBLE COMPOSING (does anyone think that allegedly unqualified Brown had anything to do with it? It looks like it came out of some law office. No professional station manager would EVER put his name on the censorship garbage city hall issued to DENY new candidates the opportunity to be on access television the way that THEY WANT TO BE, not under Ben Brown's allegedly misguided direction.) Brown told this TV host that he never worked with a "Verizon" station and had to do more work on the "producer's agreement."

David McKillop, mayoral candidate, was also shameful last night. seemingly kissing up to Mr. Brown, in my opinion.
I said to Mr. McKillop "You need to show more fire" - McKillop gave a complimentary reply which exposed his weaknesses "You showed enough fire for all of us." WRONG ANSWER - Mr. McKillop, you are showing no fight and you do NOT show the citizens any kind of energy that would say you are a viable opponent to the dangerous woman ruining the corner office.
BACK TO ACCESS TV - the difference between JV and David McKillop:
Under my stewardship outreach and the facilitation of programming would be front and center, membership would be easy, and every Medford resident would be aware of the free speech platform paid for BY CABLE TV SUBSCRIBERS.
This is anathema to both former mayor McGlynn and the woman Jeff Kuhner on WRKO called "a charlatan," Stephanie Muccini-Burke, the current mayor.
A quote from young and inexperienced station manager Ben Burke at the city council of 9-19-17 exposes the charade fully

Ben can't answer a simple question about access TV, allegedly for 65k to Seventy Five Thousand Dollars which is what the RFP stated would be the pay, the salary.
We all know the answer to the question, but Ben Brown doesn't know. So why is he the station manager?
Because he is the new "Scarecrow" installed to test the patience, insult the intelligence and allegedly molest the primary election (and possibly molest the upcoming general election with the stumbling blocks instituted under his watch) by failing to have candidates on the air ON THE CANDIDATES' TERMS so that the citizens could have a better understanding of the individuals running for elected office.
Having the candidates on the air on THEIR TERMS, not subjected to oversight by the mayor's allegedly unqualified robot, Ben Brown.
Since we allege that Ben Brown molested a primary election - allegedly - should that go on his CORI report, granny?

*McGlynn absolutely did not want a professional bringing access television to a city that is part of what is dubbed the "Medford Media Blackout" where Michael McGlynn, and now his surrogate/successor/puppet, Stephanie Muccini-Burke, raid the cable TV ratepayer franchise fees like a drunken court clerk on a packie run. It is truly reprehensible.

NOTES; The City Council meeting where candidates and citizens raged against the alleged Mayor Stephanie Muccini-Burke/Mark Rumley/Roy Belson censorship tactics DENYING candidates airtime prior to the 9/12/17 primary election have new evidence of alleged wrongful conduct by Muccini-Burke's intentional and malicious hijacking of public access television.
1 The complaint also lists several school officials and the mayor who are not members of the Committee. Individual public officials who are not members of a public body are not subject to the Open Meeting Law.
THIS CHAPTER 74 BOARD (which three board members personally told me was the "Cable TV Advisory Board" also - it seems - known as Medford Radio/TV Advisory Committee - though the AG got the official name for us) ...this Chapter 74 Board appears to be the entity which shaped the current censorship mess under the negligent and hardly proactive "work" of Ben Brown.
The AG's office noted in its FACTS:
"Wc find the facts as follows. While the complaint was filed against the Medford Radio/TV Advisory Committee, it is, in fact, named the Chapter 74 Advisory Committee for Vocational Education, created by the school committee pursuant to G.L. c. 74, § 2 and 603"
