Mr. Rumley has so many children on the mind perhaps he should file for a restraining order on himself so that he doesn't have the "possibility of unsupervised contact with children" every time that he looks in the mirror.
The juvenile behavior by the city solicitor is, sadly, the rule - not the exception
My first show was in 1979, so I have an understanding of access TV that the mayor certainly lacks, as do her appointed staffers and cable advisory people.

RE: Cable Advisory Board must Advise Mayor to Remove 2 Members for Indecency
Moral Turpitude, Potential violation of M.G.L. c. 272, § 16,
Should Chief Buckley arrest a city councilor and Rep Donato?
Dear Mr. Campbell and Police Chief Buckley:
I
find it troubling that the Cable Advisory Board and Patrick Gordon have
only about 59 members of the public access TV station, many politicians
along with three members of the scary Medford Community Cablevision,
Inc, an entity which bullied many Medford residents, those members
including but not limited to Arthur Alan Deluca, a serial harasser
allegedly investigated by Elder Affairs, and Steve Bertorelli, who has
not treated people who were at the old TV3 nicely.
Why so few members?
a)Under Mr. Campbell there have been board meetings which have not been productive.
Perhaps if the Cable Advisory Board meetings were listed in advance of
the meetings rather than the mere 48 hours as required by law, there would be more interest in public access
b)as
Mr. Campbell had ZERO knowledge of public access at the time he was
appointed, when the mayor, Stephanie Burke, had egg on her face being
found to have failed to comply with the Open Meeting Law regarding the
Chapter 74 board, we see a Mayor who loathes freedom of the press and
free speech, because it stands in the way of her lust for a third term
in the corner office
c)Mark
E. Rumley's flawed - and quite malicious - CORI demand when stations in
other cities and towns are located in high schools and have
no such demand.
Other stations laugh at Medford as the law reads "unsupervised contact with children" for a CORI.
It
is exhausting teaching Mark E. Rumley the law. Rumley then, after my
outing his flawed line of thinking, says at a Cable Advisory Meeting
before Jack McGoldrick joined, changed his tune for "the possibility of
unsupervised contact with children."
Mr. Rumley has so many children on the mind perhaps he should file for a restraining order on himself so that he doesn't have the "possibility of unsupervised contact with children" every time that he looks in the mirror.
The juvenile behavior by the city solicitor is, sadly, the rule - not the exception
MORAL TURPITUDE
Mr Rumley's skewed thinking vis-a-vis a CORI check when Pat Gordon is PAID to supervise becomes even more troubling when two members
of the station engaged in what this writer believes was lewd and
lascivious behavior at the TV station in front of children.
Photo
#1 (Exhibit 1) is a picture of Paul Donato's hands reaching for Michael
Marks private parts at the opening of the TV station, 10/15/17 at exactly 10:30 am on a Sunday morning
Two
little children, presumably the kids of Council President John Falco,
and a 15 year old student running the camera were exposed to the sexual buffoonery of elected officials who should know better.
EXHIBIT 2
Pursuant to M.G.L. c. 272, § 16,
Open and Gross Lewd and Lascivious Behavior
In Massachusetts, under M.G.L. c. 272, § 16,
why would the Cable Advisory Board make exceptions for two individuals they want to suck up to?
Oh, because, clearly, they want to suck up to these elected officials. Duh!
The
key component in the law that Mr. Donato is allegedly guilty of is:
Fourth, that the defendant’s act was done in such a way as to produce alarm or shock In Massachusetts
In
front of children that Donato knew were there (I have lots of photos,
Chief Buckley, and can show the timeline from those time-stamped photographs. But you knew that!)
So
innocent people must endure a CORI check - and, is there a fee? If
so - did cable TV subscriber monies go to CORI-checking 59
individuals? What a waste of funds that indicate Mark Rumley thinks Pat
Gordon incompetent to do the job of supervising adults and children.
WHEREFORE: The Cable Advisory Committee needs to remove Michael Marks and Paul Donato for indecent behavior in front of children Pursuant to M.G.L. c. 272, § 16, Fourth,
that the defendant’s act was done in such a way as to produce
alarm or shock, and Chief Buckley needs to investigate thoroughly the
actions, in front of children, and arrest the individuals - including
Mayor Burke (see 2nd photo, Exhibit 3) the issuing authority, for
embracing, aiding and abetting the sexual stunt.
All three individuals should be put on trial and, if found guilty, be put on the sex offender registry.
Mrs.
Burke is an extremely powerful accessory by laughing at the sex stunt
in front of little children. Mrs. Burke MUST be held to the highest of
standards, as an accessory during the commission of the sex stunt in
front of kids - Mr. Donato's "illegal use of the hands," - and this
wasn't a football game, nor was it a parody on public access TV in the
"safe harbor" after 10 pm, Mr. Donato's "get a room" stunt in front of
children was irresponsible, arrogant and wrong.
This was a sex stunt early on a Sunday morning.
ACCESSORY Exhibit 5

General Law - Part IV, Title I, Chapter 274, Section 2
Whoever aids in the commission of a felony, or is accessory thereto before the fact by counselling, hiring or otherwise procuring such felony to be committed, ...
We
also need to discuss Pat Gordon's "failure to perform." Facilitation
of Programming and OUTREACH are two major components of P/E/G access TV,
at least the Public side of it.
My first show was in 1979, so I have an understanding of access TV that the mayor certainly lacks, as do her appointed staffers and cable advisory people.
They don't know, nor do they care, Chief Buckley.
I
am not a lawyer, but I would think there's enough evidence here to find
a good lawyer to file a Class Action suit on the city of Medford for
failing to provide public accommodation and for allowing such a nasty
crew of politicians and scarecrows from the old TV3 to become yet
another private public access station, as Joe F and the retired judge
both noted that the old TV3 was.
Shame on Mrs. Burke for her irresponsible behavior when millions of dollars of CABLE TV monies from the ratepayers are at stake.
WHEREFORE:
The Cable Advisory must BAN Mrs. Burke from being Issuing Authority;
ban Michael Marks and Paul Donato from the station permanently, and
Police Chief Buckley needs to institute a thorough investigation and
bring this sex stunt into a court of law.
Failing
to do so sets a bad precedent and IS a bad example that the cable TV
ratepayers should find weighty enough to remove the franchise fee from
their Comcast and Verizon bills.

EXHIBIT 4
Moral turpitude
is a legal concept in the United States and some other countries that
refers to "an act or behavior that gravely violates the sentiment or
accepted standard of the community". This term appears in U.S.
immigration law beginning in the 19th century.
