 We have a police department to issue tickets to delivery drivers. This is a red herring to make it look like they are getting things done. As we politely go to council meetings to offer solutions Caraviello will talk to distract, Adam Knight tears up paper and futzes around with his desk, Michael Marks pontificates, and they WILL do something for someone if they are sure they are getting a vote.
