RE: Does Medford Have Background Check Documents on Elected Officials
Dear Honorable Mayor Lungo-Koehn and Honorable Assistant City Solicitor Scanlon:
Under
the Massachusetts Public Records Act § 66-10 et seq., I am requesting
an opportunity to inspect or obtain copies of public records that
display background checks on elected officials.
If you have no such records a response that there are no documents will also serve the purposes for my upcoming article.
The
reason I am asking is that my publication uncovered that a school
committee person is a convicted felon, yet voters never had the
opportunity to have this information prior to voting.
When
the mayor was City Councilor Lungo-Koehn I believe she witnessed former
council president Robert A. Maiocco threatened me with a dirty metal
pipe, on camera. Ex Police Chief Sacco said that
it was
"inappropriate" but that he wouldn't press charges. My publication
exposed Mr. Maiocco's problems at Wells Fargo and - poof - he vanished
into the night, or the Cemetery Commission - which was videotaped by
yours truly, but at least the public having knowledge of Mr. Maiocco's
shenanigans appears to have kept him off of the city council. Thank

Lungo-Koehn was aghast when the Boston Globe reported a sex offender
had keys to every apartment at the Medford Housing Authority. Rumor has
it that some limo company had allegedly hired the sex offender and
pawned him off on the Housing Authority. It begs the question, did the
sex offender drive your kids to the high school prom? And - if true -
who is the neglectful owner of the limousine company who would do such a
thing?
If no documents exist, city hall
needs to start creating documents by vetting candidates for public office
before elections. Here's another example of what kind of documents I am
looking for from city hall.

Richard F. Caraviello has owned a number of corporations...here are
SEVEN that allegedly were shut down by the courts. Shades - allegedly -
of Wells Fargo - this individual handles the finances of the city of
Medford? Really? Look, a couple of corporations might close, that's
normal, but SEVEN CORPORATIONS, and RC Limos cannot be found...SEVEN
CORPORATIONS? Was Mr. Caraviello, the councilor, involved in all of
them and, if so, why didn't the public know before they voted? The
liaison to the Encore Casino, Caraviello, can't keep a corporation
together? Really? Look at the make up of these corporations and what
they offer the public.

So a critical vote on Medford's finances is in the hands of an individual who allegedly fumbled 7 corporations?
During
an important vote on Pay to Park, Caraviello skipped out to, as he told
this writer, "go pick up a customer" for RC Limos. Moonlighting.
Caraviello lied to the Medford Police dept in order to file false
charges on a journalist. In court on 1/31/17 Caraviello was asked if
he ever moonlighted on the city council, and his reply was "No."
Caraviello lost in criminal court. So why did he leave the city council
if it wasn't moonlighting? Why did he abandon his obligation to the
Medford residents on something as vital as pay-to-park? If it was
moonlighting, then Caraviello committed perjury and should be charged.
Either way, Rick Caraviello did not do his job, just as ex clerk Ed Finn
failed to show up under subpoena at that same trial on the same date,
1/31/17.
After Caraviello lost in criminal
court he was so angry that he was caught on camera jaywalking near his
victim's home, blasting his horn at the victim at a laundromat, yelling
into his victim's car window on Spring St.
That kind of juvenile and possibly violent behavior is not what we want in a city councilor, nor is it legal.
Does Medford have background checks on each elected official, and if Medford does, please let us view these documents.
If
there are any fees for searching or copying these records, please
inform me if the cost will exceed $5.00. However, I would also like to
request a waiver of all fees in that the disclosure of the requested
information is in the public interest and will contribute significantly
to the public’s understanding of the backgrounds of elected
officials...far more vital than CORI checks on grandma when she wants to
bake cookies at the high school.
The Massachusetts Public Records Act requires a response to this request within 10 days. If access to the records I am requesting will take longer than this amount of time, please contact me with information about when I might expect copies or the ability to inspect the requested records.
