2 main charter change rules; Cappucci downloaded this Feb 2 2016 from the Dept. of Revenue, "and we might have to have another meeting for a State Solicitor because some of the things contradict what the city solicitor has detailed tonight."

Home Rule Petition, it discusses the people's route, and then the Home Rule Petition

Preparation of a Home Rule Petition charter.

A committee may be created by a city council or a town meeting. This city council - without putting it on the Nov. 8 ballot can appoint a charter review commission. Such actions may set a timeline for the committees to report to the (councilors,) but there is no requirement for printing and distribution proposal, there are no public meetings needed, per se, though some (desire to have them.)

after completing its work, the committee gives its finding to the local...

if the petition is passed by the legislative body, it is filed with the house or senate clerk, signed by the Governor, returns to the city or town.

6:30 pm  The reason I spoke about the Constitution, which predates the Federal Constitution, all the power is the consent of the governed.  You have 3 routes, pass a home rule petition and we have an election, or get signatures, or you folks appoint.

It's been 30 years since we've had charter review, there are a lot of items that need...pay scales, streets or roads, leaky roof at library, whether it is pay to park kiosks, we can go down the list


The whole reason Dr. Storella and I did it 5 years ago, another group came in, then another group.

I am thankful to Councilor Marks   I strongly ask you to pass this to get something done.

6:32  the changes that are made under those provisions suit people who put the restrictions on the changes, not the community.  

I'm very thankful for Marks bringing this up, I would love to see this come to fruition.
