Marks; Fall River is going through a charter review; it wasn't the city, it was the committee that was elected.  They said they needed some guidance. That's good at that stage.  They look for 40k over 17 months for assistance.

I don't agree at this stage getting it up and running, but at some point...

The city will contract with the Collins Center for a 17-month timeframe at $40,000.
The contract was passed by the nine-member commission in an 8-1 vote during the Monday meeting, with Commissioner Daniel Robillard voting against hiring a consultant. The city will pay an initial payment of $10,000; a second installment of $20,000; and a final payment of $10,000
The city has appropriated $15,000 in the Fiscal 2016 budget in anticipation that voters would approve a charter review in the November general election, which they did overwhelmingly. City Administrator Cathy Ann Viveiros told the commission the city would be able to fund the contract in the next budget.
City Councilor and Charter Commission Chairman Michael Miozza advocated hiring the Collins Center, led by Interim Director Stephen McGoldrick. He indicated hiring a consultant would be money well spent.
