Re: Massachusetts Public Records Request

Dear Atty Scanlon/Keeper of the Records:

This is a request under the Massachusetts Public Records Law (M. G. L. Chapter 66, Section 10). I am requesting that I be provided a copy of the following records:

In the spirit of transparency promised by the mayor-elect I am requesting - if there was a private meeting between the mayor elect and Adam Knight -  all e mails, phone texts between Adam Knight and Breanna Lungo-Koehn and any notes taken at Dunkin Donuts 154 Main St, Medford, MA 02155 on or about 5 pm or thereafter, December 10, 2019 prior to a Committee of the Whole meeting.  Any records, tape recordings, (video from Dunkin Donuts, if possible) public records filed after the alleged meeting, would be of great public interest.

The Medford transcript reported on Michael J. McGlynn doing business outside of city hall and allegedly not taking notes:
"Aug 18, 2009 - Mayor Michael J. McGlynn today confirmed he had met with TV3 Board of Directors President Frank Pilleri on Aug. 14 at Bocelli's in South Medford and again on Aug. 18 at Pizzeria Regina at Station Landing."

Breanna Lungo-Koehn ran on Transparency.  There are residents who (allegedly) are uncomfortable with Adam Knight especially. The public interest in this alleged meeting is great, and the public has a right to know.

We are less than a month away from the inauguration.  We expect the city council vice president and another city councilor to conduct business on camera, inside Alden Chambers, otherwise we are back to where we were with McGlynn.

A public records request ten years ago failed to obtain any notes from the McGlynn meetings, yet millions of dollars in access TV fees run through the Medford city government.   The public has a right to know.

I recognize that you may charge reasonable costs for copies, as well as for personnel time needed to comply with this request.  However, I kindly request that all fees be waived for - as noted - the public has a right to know. This is of great public interest and my very popular news site @  11:41 pm on December 11, 2019 has these incredible numbers:
Pageviews today
374
Pageviews yesterday
2,054
Pageviews last month
39,607
Pageviews all time history
1,484,863

From 7 pm to 11:41 is 281 minutes. We have 374 visits - at night - more than a visit per minute - which proves the interest in these political writings/investigations.

Thus - as stated - I kindly request the fees be waived.

The Public Records Law requires you to provide me with a written response within 10 business days. If you cannot comply with my request, you are statutorily required to provide an explanation in writing.
Sincerely,

Joe Viglione
