On Tuesday evening the City Council allowed a discussion on the "Bomb Scare" at Medford High School which occurred last week.
The discussion was filled with significant misinformation.
I believe that there are certain individuals who would like to politicize the situation and present the idea that our response was not consistent with our protocols and best practice.
Statements were made that there was no public information on the topic for eight days. While Councilors Falco and Scarpelli argued that the discussion of this issue belonged to the School Committee,and would be discussed at our Wednesday meeting, Councilors Lungo-Koehn and Marks assisted by former councilor Penta , Joseph Viglione and a few others voiced inflammatory rhetoric designed to provoke fear among parents and malfeasance toward school officials.
The following facts are important for you to recall as we head into our meeting:
1. At our Monday meeting we provided you and the public with a report on the situation and a review of our bomb threat protocol.
2. The online Transcript carried the story and our rationale on the next day (Tuesday)
3. We evaluated the threat in conjunction with our public safety team and communicated with the State. Multiple schools received the same Robo-Call and it was properly assessed as a low level threat and a hoax.
4.We sheltered in place as the building was checked out by Administration and Police.
5.The day continued without disruption.
6. We called homes at the supper hour because we felt that more real call pick=ups would happen and because there was no imminent danger.
Every school has multi-hazart emergency plans. We have .enhanced our ID systems and reinforced our security practices.
We discussed our security practices again today with all principals.
We have determined that we will notify parents earlier if a situation occurs in the future.
However, we believe that we should complete our assessment of the situation first. Also, that we should not encorage parents to come to the building on an impulsive and random basis. We must preserve calm and cannot create conditions that could generate chaotic arrivals at the school.
Naturally, this is a policy issue and the School Committee can consider options. Evacuation on threats can be more dangerous than shelter in place or lockdown.
We will discuss this with you. It is critical that you consider that the protocols and practices that we implement are based upon professional guidance and experience.
