Koutoujian has assembled a 22-member transition team charged with
transforming the department from "top to bottom."
The team is made up of lawmakers, corrections professionals, victims'-rights advocates and police chiefs.
"I want to focus inward with an introspective eye," Koutoujian
wrote in an e-mail. "We have put together an all-star team of industry
experts to assess and assist in how best I can impact the performance at
our facilities."
