Dear Citizens of Medford:

I'm glad that our Assistant City Solicitor, Kim Scanlon, attended the 3/21/17 City Council meeting.  It is good that school committee person Paulette Van der Kloot and Ethan Hartley of the Transcript
were there as well  They witnessed a Council President, Caraviello, abusing Robert's Rules of Order, shutting down speech, opening it up again, then shutting it down.  How do we censure or impeach this kind of wrongful conduct?

1)After school Superintendent Belson gave a lengthy speech about a budget for repairing the school, Councilor Adam Knight attempted to shut down all speech on the issue.

Former Councilor Robert Penta - righteously - took umbrage with it while Caraviello was abusive.   Penta asked if Caraviello was threatening him.

Mr. Caraviello recently lost a case in criminal court where he attempted to silence a resident, this writer, by falsely claiming he was afraid (he's twice my size; he just doesn't want criticism, so Caraviello lies to the police about it!)

When multiple residents are victims of Knight, Dello Russo and Caraviello squelching free speech, it speaks volumes.

This is the Caraviello tactic and it is ugly.

Penta is not the only victim, nor am I, we saw Adam Knight attempting to censor Jeannie Martin a couple of weeks ago.

It's an epidemic at Medford City Hall.

2)Here's the big difference.  I, Joe Viglione, published the highly secretive Committee of the Whole meeting at 6 pm, Live on Facebook https://youtu.be/Wshbb9Of4eo   It got 45 views live, more now.

Mark Rumley was absent; he was scheduled - as noted to those of us at the meeting - but last week's snowstorm postponed the meeting to tonight and he was unavailable.

For $121,878.64 per year that we pay him, and with allegations that he used to moonlight on Thursdays at Somerville District Court as a bill collector - allegedly- one would think our city paying him so handsomely would be a top priority in his little black book for his busy busy schedule.

If Mr. Rumley had an emergency, the entire meeting should have been moved; if Mr. Rumley was off with the bowling league then, Houston, we have a problem.

TAPING ROOM 207 LIVE ON FACEBOOK
This resident believes the citizens have a right to look inside the sausage factory where Fred Dello Russo, Jr., Adam Knight and Rick Caraviello, in particular, craft their ideas to force upon a city.  Now of course the Open Meeting Law applies and these Room 207 meetings are open to the public, but as Councilor Marks noted to me tonight "the public (pretty much) is not aware of them" (paraphrased, and said to me as he was entering Alden Chambers.)

Councilor John Falco and I had a lengthy discussion and he said he is looking into a company to put a camera IN room 207 and record each meeting. Why has it taken decades for this idea to become a reality?

This could be the first time that the School Committee and City Council were aired live, in progress, to people outside of our city.

Caraviello argues with Bob Penta about Free Speech issues

Then Caraviello - after Dello Russo shut down talk - allowed Roy Belson to speak but refused to allow me to speak at an Open Meeting.

Belson got to speak, Viglione did not.  IF Dello Russo shut down all speech BEFORE Belson spoke, why would Belson get to speak but Viglione be censored?

They can't have it both ways. They can't say no more speech when Belson got to speak.    A phony use of Robert's Rules of Order.

Caraviello is unfit to be council president.

Can you say that Mr. Caraviello is retaliating after he attempted to silence me with malicious prosecution, asking
two judges to keep this resident away from the city council?  Caraviello's censorship ploy was DENIED him, so he
shuts me off - illegally - at the City Council, feigning they are obeying "Robert's Rules of Order" when these blowhards
(who voted for their own pay raises,) allowed a school superintendent to speak, but denied the citizen the same rights.

This will be going to the Mass. Commission Against Discrimination.   Belson got to speak, Viglione did not.
Double standards - so they actually VIOLATED Robert's Rules of Order for Mr. Belson, and used Robert's Rules
of Order to CENSOR Mr. VIglione - but they didn't use the Rules of Order properly!

I did have a nice chat with Roy Belson and Paulette Van der Kloot - which is why I left the council meeting.  After my speech at the School Committee on Monday, March 20, 2017, when they greeted me with the voice of silence, Paulette told me she brought the issue up again.  Conveniently, after I left.   Oh, and they have no DVD of the Monday night meeting.  Can you say,

Round 2 in April???

Some people have April in Paris.  I get April with Roy, Paulette and Stephanie...oh joy!
